Might I suggest we do not read too much into this, I for one could not decipher what she was mouthing.

She shouldn’t have been mouthing anything. It wasn’t the time.

At least that is what hearing-impaired lip readers are saying on You Tube. Knowing that, it seemed clear to me that that is, indeed, what she is saying.
I’m not an expert at lip-reading, but I am very close to deaf so I have learned to do it pretty well. That’s what she said. No question about it in my military mind at all.
It’s not just what she said, it’s her expression and the eye-roll head shake after. Plus the Bamster’s smug agreeing nod.

I could not decipher it either but whatever she said, he agreed with her and they both smirked!
