Since you made the "war analogy", I'll take it a bit further. Palin's game is to "wrong foot" the opposition. They expect her to get in, she can't really hide all the preparations. But she can get in in an "unconventional manner" by playing with her technique & timing. IOW's the longer she waits the more convinced they will become that "she won't". Then the trap is sprung.

Excellent parallel, and I believe you've got your finger on her strategy. She's going to have to wait a good long time for them to become convinced that she's not getting in, though. Right now, I'm sure they're beefing up their defenses at the Pas de Calais for her imminent invasion.
The guessing and interminable waiting has got to be driving them nuts. Just like with her bus tour, she's not giving them a single clue about where she's going, or when she'll arrive there, even though they can clearly see her forces gathering.
On the other hand, the Dems are so arrogant, and such poor strategists, that they're probably relying on the slime from the mainstream press and their bogus polls for intel. In that case, they're blithely ignoring everything she's doing in plain sight, because no serious person actually thinks she's running.
