Self-excommunication simply gets the Church off the hook. Public excommunication of all Catholics involved in abortion legislation and gay marriages sends a public message to conservatives looking for a church whose dogma and moral authority still adheres to the teachings of Christ.
There are probably not canonical grounds to excommunicate him, however, his bishop should publicly forbid him from receiving Holy Communion, and order that all ministers of Holy Communion in his diocese withhold same.

There are some good, but naive, people out there that are totally clueless what has followed same-sex “marriage” in other states in the U.S., as well as other countries. I fear they will have to find out the hard way.

Surprisingly (for me), I agree with you. Action is needed, a strong message "no communion for these scum" at the very least is needed.

So it is time for the “church” to start acting like a church.
Being a member of a church is not like being a member of a club. Just as the Amish practice their faith and have for the most part successfully rebuffed the government from their lives, it is time for the “church” to act like a religious congregation.
Marriage is a sacrament.
When I was married by a JP, the marriage was not recognized by the church. The marriage was recognized by the government.
That would be a start, but I would expect the Pope to publicly order all Bishops to do the same. You can be a Catholic politician a receive communion or you can be a politician who is Catholic and be barred from communion.
I suspect (and this is only my suspicion, it's not based on anything solid) that the liberal Catholic politicians WANT to be excommunicated. I don't think people like Cuomo, Pelosi and Biden actually consider themselves Catholic, I think they are using it as a dare to see how far the Church will go and if the Church excommunicates them they will use this as an excuse to retaliate against ALL Christian Churches that don't bow down and embrace things like homosexuality and abortion.
Nevertheless, I think this has gone on long enough and the Church now has a moral obligation to formally excommunicate certain politicians.
Christians cannot accept abominations to God for political or economic convenience.
If we don't succeed, eventually the Bible itself will be found to be hate speech against homosexuals and Christians will be persecuted into Amish-like communities or worse.

I’m not sure that I’d go as far as saying they WANT to, but I certainly see that they don’t care, personally, but I do also agree that if/when the Church takes action, they will use it to attack the Church back.
I wouldn’t doubt for a minute that their Catholicism is just a window dressing used to garner votes and voters, no different than any politician who uses his faith as a selling point.
But if they’re daring the church to take action, it ought to. Otherwise, they are just flaunting their defiance of everything the Church stands for in the Church’s (and God’s) face.

I would be fine with Amish-style communities, but I have a feeling it is more likely to be Stalinesque gulags.
And I agree with THAT. But the Catholic church MUST take action if that is to happen.
I don't doubt there are many Protestant churches which respect the Catholic church's vocal pro-life and anti-homosexual position, but they are also waiting to see if the Catholic church is going to do more than talk the talk.
It's when it walks the walk that the Catholic church will find a (perhaps) surprising to it, amount of support from the Protestant community.
There's an understatement if I ever heard one.
