The memo said they didn't even know if the marriage was legitimate. Obama Sr. was already married and there is no record of the marriage. How in the world would some bureaucrat possibly know where Obama was born or if Obama Sr. was the father? This was just a handwritten note with some thoughts by the author. It's general message was that Obama Sr. was not trustworthy.
This is just one more instance of someone claiming an undocumented source is evidence of something.

The immigration Service probably didn't even consider whether Obama may not have been born in the USA, but may have wondered if the child was Obama Senior’s, since they were wondering if the marriage was a sham.
