OK, for the millionth time (for the record, I think this is a rabbit hole from the issue of non citizen parenthood).. it is a current State document, not a 61 BC, so it could be printed in whatever is printed currently (just as I just had an Az BC printed which was a very similar COLB, to renew my passport.)
As for race, I have no idea other than it was was copied from original documents by the father who didn’t understand American classifications.. OR, it is complete BS by a hoaxer who wanted to emphasize that..
My theory is that the birth certificate lists another father. That would make his entire book “Dreams of My Father” a LIE and a FRAUD.
