Even for a publik skool, that report of an alleged classroom lab in fellatio seems unlikely.
I suggest waiting for verification.
If verified, the backfire from that ‘lesson’ should be something to see.
A quick Google inquiry led to Bob’s blog or something similar. There it seemed the situation was the same two students (male & female) in different classrooms did engage in fellatio.
Did the teacher know?
“How can 2nd graders be out of control???” was one question. The answer is “easily”.
Who is at fault? Think parents, sloppy, unionized teachers, and kids who need a meeting with the ‘board of education’. As an example, one female ed major had completed her education and was interning with a class of first graders when it happened.

Sorry for the exact quote, but when even the retired FBI agent who related this to me was shocked.
When the newly minted teacher went to the principal, she refused to do anything more than “counsel” the boy. When the teacher protested, the principal said, and I quote, “I used bad language when I was little, and now I are a principal.”
Yup, that is correct - “ . . . and now I are a principal.”
The new teacher left for a new profession. Good move.
When my second-grader nephew came home from school, his mother asked, “What did you do in school today?”
He said, “Showing tail.” She got very upset before realizing he was saying Show and Tell. My, how times have changed.
