Agreed, and despite the fact that he was probably acting on advice (or orders?), as President the buck still stops with him.

IMHO, the question shouldn't be about a person but about a thing/event. My nomination would be the response to the TEA Party Movement (above the actual policy decisions). You had a genuine grassroots movement that was reasonably concerned and only a big right-of-center (given that the focus was on restraint of government and government borrowing/spending rather than on the big social issues) and it was demonized first as being "astroturff", then ridiculed using homosexual terminology ("teabagging), the demonized as being far-right, John Birchesque extremists.

Net was to piss people off and actually grow the movement, making it so much stronger than it would have been otherwise.

Trying not to nit pick, but there has not been a Republican movement, there has been a conservative movement in taking back the Republican brand. The conservatives flexed their muscles and threw out for the most part the quasi-Republicans, exception McCain and Murkowski. This itself puts those elections under suspicion. I say there is voter fraud involved in those two elections.
Back to the point, Sarah Palin is the face of the Tea Party in my opinion, so she is the single most important with Jim Demint as an equal but being a elected official has a different role.
