The Guard is activated in two ways.
1) Title 10, Feds pays for it all!
2) Title 32, State pays for it all!
So if Gov. Perry (of Texas) doesn’t have the money, National Guard can’t be used.
The Governor has a constitutional right to call up the citizen militia at any time. If the federal government won’t send the National Guard, he can call on the citizens to defend their own state from invasion.
