The NOTAMs (Notices to Airmen, generated by the FAA) should provide a clue:

Translation: The U.S. Navy is most likely conducting wargames in the area. All unauthorized air traffic should remain clear of the area.

That NOTAM does not cover the period of the event on the 8th November. Check the Flight Level on that NOTAM. FL390 means 39,000 feet. Since when do submarine ballistic launched missiles or the like stop at 39,000 feet.
Selected areas off that part of California are routinely used by the Naval Air Warfare Center. The NTM (Notice to Mariners) have covered missile launches for decades. You require a NOTAM to active such a ballistic missile launch. No such NOTAM was issued. Two airliners were in the area at the time so there was no US NOTAM issued for a ballistic missile launch.
