I think this guys brains were pretty well mush, but he still could have performed a useful function. And had I seen him picking up trash and beautifying a public place I’d have handed him a buck here and there for his efforts.

But I won’t pay a guy for sitting around doing nothing. I’ll leave that to the unions. :)
