The beach closings are only during the Piping Plover's nesting season - which just happens to coincide with the height of summer tourist season. If an environmentalist (aka. whacko) or ranger even sees a PP on an area of beach, they can (and do) close that section and usually the nearby vehicle ramps.
Summer tourists and fall fishermen have been co-existing with the PP quite nicely for years. Now all of a sudden it is a life or death issue? The PP has (and uses) 50+ miles of undeveloped national seashore immediately north of the Hatteras and Buxton areas. Yet a mile or two near the point and the few beach access ramps are somehow judged critical to the PP's survival.
I think not. I am 100% sure this is a concerted effort by the environmentalists to trash the tourism and fishing industries on the islands.

You got that right. When I was there you could get a boat for a half-day in-shore flat rate (as many people as you want within legal limits), with tackle and bait provided, for $300-$400... and there were several boats ready to go (un-chartered) at any given time. That's insane. That would barely cover fuel and wear/tear on the gear. Obviously these guys are just trying to keep themselves in the game long enough for some kind of recovery.
The big beach houses are hurting too. Those places aren't cheap - to buy, insure, nor rent. Yet when I was there occupancy on the street was probably running about 40%. We did our best to support the local bait shops (fed a lot of fish), and the local liquor stores. ;-) It was a good vacation.
If I were a local out there, next spring I would be driving up and down that beach every day blowing my horn. Seriously. There's 50+ miles of undeveloped national seashore north of them. I would strongly discourage any PP from hanging around or {diety}-forbid nesting on the prime beaches.
You can add Toyota to that list. They provided $20 million to the Audubon Society to make the federal lawsuits happen that closed the beaches. I will never buy a Toyota, nor even consider one. Ever.

Seriously though, the options seem to be: encourage the birds to use all the undeveloped national seashore north of Buxton; hope the {expletive} birds recover enough to get off the list so the enviro-whackos don't have a case anymore; or hope the birds go extinct quickly - before the tourism and fishing businesses on the Outer Banks do.

It used to be that the federal oligarchs would do endless studies before actually acting on a request. Now, with the environazis hands in the democrat party’s pants, there is not one shred of evidence for why these birds are in short supply (could be a virus for all the bastards at EPA know) yet the humans are atacked on the birds’ account because the democrats can throw their putrifacted weight around. ... It reminds me of the list of closed Chrysler dealerships being mostly contributors to the Pubbies, yet the pubbies have let the criminal democrats slide right by with their evil fascist behavior. It's just like the Everglades National Park with new five year plans that slowly stop you from going here and there under some new law, rule, kill access here or there under the guise of protecting the critters.
The same case can be made for the Keys National Marine Sanctuary with its no catch/no take zones for fishermen while divers are OK. Or,restricted zones,research zones it's all the same BS/demchat for get the hell out its going to be ours sooner or later.
The hunta slowly but surely closes off more and more zones every five years and claims its in our own best interest while Marxism marches on.
It's all a huge land grab and the regime wants us to pay for keeping our kids,heirs,friends and others off long time recreational land. It's just another Marxist/terrorist style event.
Park Rangers are so stupid instead of putting the new nests in a box and taking them across the street on the sound side where they would be safe, they leave them there to be run over or killed.Its the environmental way....

They are wonderful places to visit,fish in, dive in even live as some of us do.
It;s just a dam shame that we have become targets of the far left environmental Marxists and they won't stop coming at us until we make it very uncomfortable for them.
Down here it's the crocodiles, snail darters and wood rats. They have spent millions to protect them while our road system struggles with inadequacy year after year. Our population in Monroe county actually declined from 80k to 73 k over the past ten years since no one but a few can afford to live here.
I have know some of those people on the Outer Banks since 1978 and they are some of the greatest people you will ever meet anywhere. They are not inclined to go after others legally or otherwise who are coming in to change their way of life but that all needs to change.
They need to get the attention of their political reps and go from there. The Liddy Doles and Burrus types need to get an earful of what the far left is attempting to do and then stop them once and for all.
