It depends on the circumstances. In bad situations, the police want the good guys armed.

It also depends of the cops are being good guys or bad guys. For example, in New Orleans, at least some of the cops were decidedly on the bad guy side (think that bridge).

Yeah, right... you need to look no further than the NOPD and Katrina to disprove your own statement.
