The pro-regulation people shouldn’t speak too loudly. Somebody might realize that things are just as good in those who don’t jump through hoops and file reports as in those who do comply.
It might be revealed that the game is all show and no substance.
The same is true in private industry. I’ve consulted in over 30 Fortune 500 IT shops. Some shops are extremely pro-diversity and extremely into compliance. Other shops are into producing the best product and service for the best price. There is no difference in diversity between those who push diversity and those who don’t.
Why should a government agency be concerned about Federal reports? Heck, congress won’t pass a budget.
