As near as I can tell tyrants like Daley can still hang so much crap on getting a gun permit that not very many people will actually succeed. SCOTUS did not settle the issue in any effective manner.
I think you are wrong to the degree that they set a standard that onerous regulations that are defacto bands won;t be able to stand.
