I’m gonna teeter out on a limb and say it means he’s (according to the traditional political spectrum) on the left wing of the libertarian movement. That is, he is further to the center than most libertarians. Which, if you’re keeping track, has him bordering Republicans on the right. In other words, a mainstream libertarian.
