It is not uncommon for joint jurisdiction to be exercised in such cases. USACIDC should be the lead agency in as much as the perpetrator is a service member; however, the nature of the crime would, I suspect also involve Army Counter Intel folks, and not only the criminal investigative folks, but the counter terror folks at the FBI. Had he blown up, or torched something we could have equally expected to see ATFE folks involved, and if there was money laundering or counterfeiting issues to support his activities, the Secret Service folks would have certainly joined the party.
