Even with oceans on the moon, there is no economic way to justify any kind of settlement on the moon.

79 million is cheap by NASA standards... let alone the standards of spending in our Trillion Dollar Government
Robot space missions costs pennies (relative to manned flight) and are free (relative to Obamacare [for example]).
I have no problem with a 79-million-dollar lunar water-probe. And such a probe is not “based on evolution”. It’s based on a desire to find out if there’s any useful water there for the day (in some distant future) when we rise up out of the 3rd-world abyss our Nobel Peace President is dropping us down into and once again reach for the stars.
To bad they didn't talk to you before wasting all that money. Oh well, at least some folks got paid to buil the darn thing and that is better than the billions in government handouts.
I’m all in favor of a sensible space program and realize that numerous technological developments have come out of it over the years but this “moon crash” business at $79 mil during a miserable recession is one of the most unpalatable things that NASA has done, IMHO.
The problem is unregenerate mankind is willfully suppressing the truth about God in unrighteousness (Romans 1:18). But God is not mocked (Psalm 2).
