What percentage of the federal workforce lives in Virginia?
I would say a lot. Who would want to live in teh dangerous city of Washington DC ? A lot of people live in Virginia and commute to DC and then leave the capitol at the end of the day.

It's mostly Government jobs. I'm losing my business here in VA along with
countless others. Commercial vacancy is everywhere. Nobody is spending a dime
on anything they don't need, and service companies are faltering because of it.
Unemployment may be low (gov) but nobody is spending out of fear for the future.
The largest employer right now "is" the Gov.

There's a split between VA and MD, with a lot of career feds now living further out in WV. There are lots of areas in DC that are gentrifying or otherwise cleaning themselves up. Penn Quarter and Chinatown (er, China Block) for instance. So the issue isn't just NoVA being a destination for folks seeking Federal work of some sort (Civil Service or Contracting/Consulting) ... it also provides significant benefits over the other likely destinations in the DC Metro Area.
