The issue is, can you effectively explain this issue to people who vote?
I am going to give an example to illustrate this. Please ponder this. Did you know a survey last fall one week before the election of the voters, 50% of the voters believed the GOP still ran Congress? Do you think these people are able understand the constitutional requirement and why we have it? I am not saying don't pursue it, all I am saying don't this is going to be some magic bullet against 0bama.
You are quite right that this is no magic bullet, but it is still a bullet, and it’s got the other side screaming a lot. That’s never a bad thing.
