Sorry I did not see a high five after the kick but after the perp with handcuffed. Yes, I find it disgusting that the officer kicked the perp but a 65 second video does not tell the whole story.
Much as I admire cops and all the crap they have to go through while the rest of us are laying around watching TV, I don’t understand why they do stupid things like this where they can be seen. They’re just asking for trouble with the ACLU and all the lawyers out there looking for a deep pocket.
Make sure you’re behind a closed door with no cameras . . . then kick the perp in the head.

I’m not going to try to excuse what the officer did, but one kick is not a beating. I’m sure any and all of the Southern California Freepers who saw the Rodney King tape will be glad to explain the difference to you.
There’s no audio. The perp may have disregarded the cops order to look away. That was hardly a kick amounting to police brutality. It looked more like an incentive for the perp to follow the cops direction.
Police since way back have had to learn that if you are angry at a perp, there are ways to smite him that you can get away with, and there are ways that will get you into trouble. If anything, these officers should be punished for doing it wrong.
For example, if a squad car has a screen between the front and the back, a handcuffed perp without a seat belt will fly face first into the screen if the officer slams on the brakes. Handcuffed perps will always try to get away by running down stairs, but they trip.
Often they will try to run away, even though there is a police dog right there. And police dogs can learn all sorts of special commands that don’t sound like commands, like to bite particular parts of the perp.
The list is pretty endless, and it separates the seasoned officers from the newbies.

A little later I saw the first part of the clip where the perp was driving like a maniac, crashed into a parked car and then started his run. My thought then was "kick him, hell, put one in the back of his head."

Gung-ho LEO. He almost slipped on that kick. Then what, if he had fallen. He had a perp spread eagle and he had his gun aimed and ready. He couldn’t wait a few seconds for backup.
