Notice that some letters are light blue. Pull those out and you get "SEURA". Wiktionary defines "seura" as:

Looking at the link shows the official reason for this operation: they are compiling a list of residences in the US, for use in conducting the census.

Once they have conducted this survey, the list will be available to local and state governments for review. During the review period, groups can point out where the census people have missed residences.

The result of this will be the list of residences for which census data will be requested in 2010.

I stand by my original posting that the paranoid conspiracy detailed in the lead article is fantasy BS. The GPSing is happening. Obama is a sneaky little bitch but this is not one of his nefarious little plans ... yet.
