It's the President's authority for spending the funds without legislation. Though it couldn be spent on anything, my guess we simply cut a check to UNWRA. This was announced with some fanfare a week or so ago, note the pic of George Mitchell a few posts up making the anouncement at an UNWRA warehouse in Jerusalem.
One interesting aside, UNWRA has ceased delivering supplies to Gaza due to thefts by Hamas. Though I'm confident they'll get their $ from the US, I wonder if the Gazans will get any aid.
Like I said, I hope you are right. Palestinians get nearly $8 billion a year in aid. $20.3 million for migration assistance is either too small to be useful or it means just that. Migration assistance. I do hope you are right.
Is EVERYTHING “urgent” to the current President? What’s his hurry? Trying to do as much harm as possible before someone asks for his long form birth certificate?

You are definitely correct in saying it was a memorandum.
No matter if it is referred to as order or a memorandum, he has approved the funds for the usage of the Palastinians and victims of Gaza. And you can choose to ignore the word “MIGRATE” within the memorandum. Remember, Obama always says - words matter, he put the word in there. Migrate is to leave.
“Pack of lies”? No. Some people refuse to walk around with blinders on as the rest of his followers are want to do.
Do a little research on the owner of the blog cited. Check out the legislation under which the memo was issued and for what it’s been used. In 2005 President Bush signed a similar meemorandum releasing funds for relief in Burundi. We did not take in Burundi refugees as a result of that.
This isn’t from a BLOG (pack of lies? Easy to err, not a problem.) It is a newsite where the effort is made to make the American public aware of what is going on as the MSM has failed to do their part in protection of the people’s interests.

Seems pretty qualified to me... think I would trust him a tad more unless you want to put your creditials on the table.
Question is, having watched the way Obama has manipulated his words, his actions and has out and out lied to the American people.... are you confident, since he made this commitment for ‘migration’ too, we are not going to accept these refugees? I am not.
I would have trusted Bush’s commitment to understand all the security issues involved in 2005 and his deep commitment to the protection of the US. Not the immature, little kid in the oval office these days.
I am thankful that there are media people out there who are willing to point out what is going on which may not be in the best interest of the USA.

It does not say that specifically word for word. BUT, not one word eliminates that great possibility. Why wouldn’t friends of our Quantanamo guests want to live closeby to their dear associates?
It is not what it says, it is what it allows. It is who wrote it and the manipulations that he goes through to make things appear legal. Kind of like, it depends on what the definition of “is” is. Been there, done that.

Besides, now that you have rabbited off the TRUE trail, throwing stones does not invalidate the concerns that are still out there. Obama has written and signed a memorandum for migration and aid to Palastinians and Gaza victims. You said there would be no migration, some disagree. Some can see the real concerns of his actions.

Seems more ‘in the know’ have questions about this than just a few of us tinhats...
The idea that BHO provided $20 million, which is probably long gone, to ease the way for palestinians to immigrate to the US, what the threads article contends, has no basis in fact. The article you link isn't referring to that discretionary expenditure, rather to Hillary's commitment to provide $900 million to Gaza. Money going there, not palestinians coming here. That requires Congressional approval which I suspect may be difficult.
