In the article, Williams states:

I've read the EO several times. It all jumbled up with lawyereese, but I can't find where it, "provides a free ticket replete with housing and food allowances to individuals who have displayed their overwhelming support of the Islamic Resistance Movement."

EO is here. Could someone smarter than me explain this to me? Thanks.

It does not say that specifically word for word. BUT, not one word eliminates that great possibility. Why wouldn’t friends of our Quantanamo guests want to live closeby to their dear associates?

It is not what it says, it is what it allows. It is who wrote it and the manipulations that he goes through to make things appear legal. Kind of like, it depends on what the definition of “is” is. Been there, done that.
