Actually, you’re wrong. It was used by the party to confuse those in Oceania. Never once in the entire book are the words “at war with Oceania” written.
Do try and improve your reading comprehension.

Correction: Never once in the entire book are the words "at war with Oceania" written to describe "We are at war with Oceania". The entire book takes place in Oceania. It would be like saying "We are war with ourselves".
