The first sentence of Paragraph (b) of that same statute is the one of concern:

(b) Proof of legal residency shall be submitted to the director of health in any manner that the director shall deem appropriate.

Utility bills, checking accounts, leases, rent payments, property tax receipts, income tax forms, etc, were all that was needed to establish residency.

And, don't forget that grandparents could also register a late birth.

In studying some of thes information (copies of directories in that time period) regarding Stanley Obama living in Seattle with Bernice Dunham living nearby... Not to mention the visit with the newborn with her friend (printed in newspapers in his election of her not being able to change diapers) it is ‘proven’ she was in Seattle with a newborn. It would seem that this fits the possible scenario of her coming back from Kenya through Seattle to Hawaii.

It also fits another scenario of Stanley giving birth in British Columbia. Now I have done some research and in British Columbia, they were having a massive movement for female doctors in the maternity areas (will gather links later). It is also has been hinted that alot of these services (for practice and also to show their competance in this area) very inexpensive costs for childbirth as an incentative for women to show that female doctors and midwives were just as competant as men in this field.

I was wondering if someone could help in my research on this possibility of Stanley staying near a relative in Seattle and having the baby in British Columbia for the inexpensive costs, along with the recent laws (1957?) against segregation for black mothers (not Stanley) and black children (Obama). It would almost make sense that she would have had him there as well been in Seattle shortly after birth.

Also, in the 50’s and 60’s, women and children were kept in the hospital for a week or more, unlike now when it is a day or two. That would explain the child being newborn but not like immediately out of the hospital. It would also explain the week delay in the birth announcment being placed in the paper if the grandparents DIDN’t put it there.

Can anyone help? I will continue my investigation.

The birth announcement in Hawaii really doesn’t mean anything as it could have been placed by the grandparents for the friends of Barack and Stanley to know their child had been born. Or as I said, Stanley up on return to Hawaii.
