I wouldn’t call that conclusive proof, it could just be that the two COLBs used different runs of form paper. Run a is from company abc, run b is from company xyz. They had similar standards, but they are different.

Not even close. Everything, except the patterned paper, is graphically-created every time they are printed out. They have used the same paper stock since 2001, and they have been sent to the very same printer going back three years.

The only thing that has been changed every year since 2001 is the border pattern. But, even that is graphically produced.

Think of a PDF file with fillable form fields. Basically, that's what Hawaii uses.
