No, it does not mean that "obama and fact check were lying when they said they were in possession of the BC."

Obama can, and apparently did, obtain at least several certified COLBs, one of which they posted on their website. The "fact" that they posted a certified COLB on their website and/or submitted it to the VA Board of Elections is not inconsistent with the "fact" that the original birth certificate resides, per state law, in Department of Health records.

However, as others have noted, the fact that the original BC does reside in Hawaii records, which indicates he was born in Hawaii - does NOT mean that the COLB posted on his site was accurate either (except that the place of birth as Hawaii was accurate). We don't know that the father's names match, or that the mother's name matches, etc.
