“Sometime in June 2008 before the 12th of the month...” refers to the COLB that was "ordered by Obama or someone acting for him" in 2008, and not 2007. Okubo made that slip of the tongue when questioned by Politifact and Factcheck. That's why I've said no COLB for Obama was ever ordered in June 2007: which is what you'd expect for something that does not exist.
