I don't believe the result is different if there is no specific law on the subject--for purposes of the "natural born" test in the U S Constitution, the reason for the requirement is that when a person is born in another country, by reason of his birth, he is subject to the sovereignty of that country which could subject him to any law it might choose. That is why the "natural born" test really requires birth in the geographical territory of the several states.

Take the birth certificate nonsense for example. I worked in KWCMC Medical Records and saw the birth log entry for him, in the actual birth log, in between all the other births for that day, same ink, same handwriting as the adjacent days, impossible to interpolate or fake. So forget the birth certificate already, just makes you folks look like baboozes.
