I agree this is odd, but thanks to HIPAA, the academic medical center I work in has an elaborate electronic system that literally records every time employee X accesses patient Y’s medical record. If you even try to peek at a family or friend’s medical record and have no legitimate reason for doing so, you can be fired. So it wouldn’t be surprising, in light of the restrictions Hawaii has placed on access to vital records, if they maintained a similar sort of 24/7 electronic snoop. Meaning no disrespect to any hard-working government workers, most state bureaucrats aren’t exactly known for risk-taking behavior.

Their archives are all converted already? Our physicians aren’t. They still have paper files.
