So if she had to travel on her own passport vs. her husband’s, that would mean her passport said Anna Toot also, no? How much documentation would this initial ID have affected?

I think if you are looking for the marriage license or certificate, you would look among other things for the name of Barack H. Obama; as well as the obvious wife possibles, including Toot. Use of the Toot might well have been in Kenya rather than Hawaii. I continue to doubt that we will find anything in the way of marriage documents in Hawaii but we will see.
