The Certificate of Hawaiian Birth program (1911-1972) provided for any person born in Hawaii whose birth has not been previously registered in Hawaii to register by a guardian having knowledge of the facts of birth. If all that was needed was his mother?s say so. He could have easily been born in Kenya, brought back to the US and applied for a LATE Certificate.

The actual program is for a DELAYED Birth Certificate. There were many people born long before birth certificates were mandatory so therefore you have to apply for a delayed one. This requires a LOT of information to do.

I should not have posted that without looking at the law. I was sent that reference without any explanation of the background in connection with a discussion about my concern that birth certificates get issued in various jurisdictions on the basis of a number of different kinds of support.
I have always thought that ultimately, Obama will turn up with some kind of document issued by Hawaii Department of Health that he will claim is a birth certificate. Although the August 8 date, four days after the claimed birth, looks like it might have resulted from Stanley Ann returning from Kenya and filing something, or having her mother file something, I have also thought when they returned from Indonesia, they might have posted another affidavit type of filing to beef up their earlier data.
But in the context of your analysis, I agree, the late filing rule might well have been difficult for them to comply with.
