Not necessarily. I found this at the HuffingtonPost. Not sure how much credence to put in it, but if true they wouldn't leak it.

"The CEO of one of the companies linked to the improper access to the passport files of presidential candidates is an adviser to the Obama campaign. Mmm. Interesting. I had suggested before that the breach was a deliberate act by those acting on behalf of the Obama campaing, a deliberate act intended to create a controversy and to be used when Obama was sinking in the polls."
