A local cop (NYPD) tells me that only a law-enforcement officer can handcuff someone.

On the other hand, you may use force if necessary when doing a citizen's arrest. Self-defense or defense of others is the most respectable reason for using force. In other cases, it depends on what the crime is. To quote him exactly, "You can't hit the guy with a baseball bat because he stole a candy bar."
