VEVAK learned its methodology from the Soviet KGB and many of the Islamist revolutionaries who supported Ayatollah Ruhollah Khomeini actually studied at Moscow's Patrice Lumumba Friendship University, the Oxford of terrorism. Documented Iranian alumni include the current Supreme Leader (the faqih) Ayatollah Ali Khamenei, under whose Velayat-e Faqih (Rule of the Islamic Jurisprudent) apparatus it has traditionally operated. Its current head is Cabinet Minister Hojatoleslam Gholam-Hussein Mohseni-Ezhei, a graduate of Qom's Haqqani School, noted for its extremist position advocating violence against enemies and strict clerical control of society and government. The Ministry is very well funded and its charge, like that of the Islamic Revolutionary Guards Corps (the Pasdaran) is to guard the revolutionary Islamic Iranian regime at all costs and under all contingencies.

From the KGB playbook, VEVAK learned the art of disinformation. It's not so difficult to learn: tell the truth 80% of the time and lie 20%. Depending on how well a VEVAK agent wants to cover his/her tracks, the ratio may go up to 90/10, but it never drops below the 80/20 mark as such would risk suspicion and possible detection. The regime in Teheran has gone to great lengths to place its agents in locations around the world. Many of these operatives have been educated in the West, including the U.K. and the United States. Iranian government agencies such as embassies, consulates, Islamic cultural centers, and airline offices regularly provide cover for the work of VEVAK agents who dress well and are clean shaven, and move comfortably within our society. In this country, because of the severance of diplomatic relations, the principal site of VEVAK activities begins at the offices of Iran's Permanent Mission to the UN in New York.

Teheran has worked diligently to place its operatives in important think tanks and government agencies in the West. Some of its personnel have been recruited while in prison through torture or more often through bribery, or a combination of both. Others are Islamist revolutionaries that have been set up to look like dissidents - often having been arrested and imprisoned, but released for “medical reasons”. The clue to detecting the fake “dissident” is to read carefully what he/she writes, and to ask why this vocal “dissident” was released from prison when other real dissidents have not been released, indeed have been grievously tortured and executed. Other agents have been placed in this country for over twenty-five years to slowly go through the system and rise to positions of academic prominence due to their knowledge of Farsi and Shia Islam or Islamist fundamentalism.

One of the usual tactics of VEVAK is to co-opt academia to its purposes. Using various forms of bribery, academics are bought to defend the Islamic Republic or slander its enemies. Another method is to assign bright students to train for academic posts as specialists in Iranian or Middle East affairs. Once established, such individuals are often consulted by our government as it tries to get a better idea of how it should deal with Iran. These academics then are in a position to skew the information, suggesting the utility of extended dialogue and negotiation, or the danger and futility of confronting a strong Iran or its proxies such as Hizballah (Hezbollah). These academics serve to shield the regime from an aggressive American or Western policy, and thereby buy more time for the regime to attain its goals, especially in regards to its nuclear weaponry and missile programs.

MOIS likes to use the media, especially electronic media, to its advantage. One of VEVAK's favorite tricks is setting up web sites that look like they are opposition sites but which are actually controlled by the regime. These sites often will be multilingual, including Farsi, German, Arabic French, and English. Some are crafted carefully and are very subtle in how they skew their information (e.g., Iran-Interlink, set up and run by Massoud Khodabandeh and his wife Ann Singleton from Leeds, England); others are less subtle, simply providing the regime's point of view on facts and events in the news (e.g., www.mujahedeen.com or www.mojahedin.ws). This latter group is aimed at the more gullible in our open society and unfortunately such a market exists. However, if one begins to do one's homework, asking careful questions, the material on these fake sites generally does not add up.

Let's examine a few examples of VEVAK's work in the United States. In late October, 2005, VEVAK sent three of its agents to Washington to stage a press event in which the principal Iranian resistance movement, the Mojahedin-e Khalq (MeK), was to be slandered. Veteran VEVAK agent Karim Haqi flew from Amsterdam to Canada where he was joined by VEVAK's Ottawa agents Amir-Hossein Kord Rostami and Mahin (Parvin-Mahrokh) Haji, and the three flew from Toronto to Washington. Fortunately the resistance had been tracking these three, informed the FBI of their presence in Washington, and when the three tried to hold a press conference, the resistance had people assigned to ask pointed questions of them so that they ended the interview prematurely and fled back to Canada.

Abolghasem Bayyenet is a member of the Iranian government. He serves as a trade expert for the Ministry of Commerce. But his background of study and service in the Foreign Ministry indicates that Bayyenet is more than just an economist or a suave and savvy businessman. In an article published in Global Politician on April 23, 2006, entitled “Is Regime Change Possible in Iran?”, Bayyenet leads his audience to think that he is a neutral observer, concerned lest the United States make an error in its assessment of Iran similar to the errors of intelligence and judgment that led to our 2003 invasion of Iraq, with its less than successful outcome. However, his carefully crafted bottom line is that the people of Iran are not going to support regime change and that hardliner President Mahmoud Ahmadinejad actually has achieved greater popularity than his predecessors because of his concern for the problems of the poor and his fight for economic and social justice. To the naive, Bayyenet makes Ahmadinejad sound positively saintly. Conveniently overlooked is the occurrence of over four thousand acts of protest, strikes, anti-regime rallies, riots, and even political assassinations by the people of Iran against the government in the year since Ahmadinejad assumed office. So too, the following facts are ignored: the sizeable flight of capital, the increase in unemployment, and the rising two-figure rate of inflation, all within this last year. Bayyenet is a regime apologist, and when one is familiar with the facts, his arguments ring very hollow. However, his English skills are excellent, and so the naОve might be beguiled by his commentary.

Mohsen Sazegara is VEVAK's “reformed revolutionary”. A student supporter of Khomeini before the 1979 revolution, Sazegara joined the “imam” on his return from exile and served in the government for a decade before supposedly growing disillusioned.

He formed several reformist newspapers but ran afoul of the hardliners in 2003 and was arrested and imprisoned by VEVAK. Following “hunger strikes”, Sazegara was released for health reasons and permitted to seek treatment abroad. Although critical of the government and particularly of Ahmadinejad and KhameneМ, Sazegara is yet more critical of opposition groups, leaving the impression that he favors internal regime change but sees no one to lead such a movement for the foreseeable future. His bottom line: no one is capable of doing what needs to be done, so we must bide our time. Very slick, but his shadow shows his likely remaining ties to the MOIS.

The socialist Michelle Bachelet has been elected president of Chile and is being hailed not only as that nation’s first female leader but as a victim of Augusto Pinochet, whose 1973 military coup toppled Salvador Allende. In left-wing legend, Allende was an independent Marxist and patriot, also a martyr done in by Nixon and the CIA. That legend will now have to be scrapped, thanks to an important work that has drawn little attention.

The World Was Going Our Way: The KGB and the Battle for the Third World (Basic Books) is the recently published second volume of revelations from the archive that Soviet intelligence officer Vasili Mitrokin smuggled to the West in 1992. The volume does not mention Michelle Bachelet, who doubtless has a KGB file from her time in East Germany – a rather strange place for an alleged independent democrat to take refuge – but there is plenty about Salvador Allende. His KGB code name was LEADER, and the Soviets considered him their most important asset after Fidel Castro.



Allende first attracted KGB attention during the Stalin era of the early 1950s, when, as leader of Chilean Socialist Party, he formed an alliance with the banned Communist Party of Chile, a wholly-owned subsidiary of the USSR. For their part, the Chilean Communists regarded Allende as a “demagogue” and a “weak and inconsistent politician” with Maoist sympathies. Allende had visited China and ranked Mao Tse-tung on a level with Marx, Engels, and Lenin. But that deviation proved no obstacle.



The KGB’s systematic contact with Allende began in 1961 after the Soviets established a trade mission in Chile that served as a cover for covert operations. According to the files, Allende stated his willingness to cooperate on a confidential basis and provide any necessary assistance, since he was a friend of the USSR. Allende willingly shared sensitive political information with KGB handlers such as Svyatoslav Kuznetsov.



He was sent from Mexico to Chile to maintain contact and coordinate covert operations to ensure Allende’s success. Allende asked for Soviet funds and got them. At that time, the Soviets spent more in Chile than any country in Latin America, including a personal subsidy of $50,000 directly to Allende, the LEADER who combined Marxist dogma with aristocratic tastes and an eye for the ladies.



KGB handler Kuznetsov arranged meetings with Allende through Maria Contreras Bell, his personal secretary, code name MARTA and Allende’s favorite mistress. The KGB also maintained close relationships with Allende’s wife Hortensia and daughter Beatriz, both in Chile and during their stays in USSR. There were other channels of access, including the many Cubans in Allende’s personal guard.



The KGB also paid off other Chilean politicians not to run against Allende, who in 1970 headed the Unidad Popular (UP) a coalition of Communist, Socialist, and various radical parties. The forces against Allende were divided and he won with a paltry 36.3 percent of the vote.



After the election, according to LEADER’s KGB file, the Soviets told Allende he needed to reorganize Chile’s army and intelligence services, and set up a relationship between the intelligence services of the two countries. Allende agreed, something no independent could do. The KGB files reveal nothing about CIA involvement with the Pinochet coup, during which Allende likely killed himself, but the KGB promoted him as a martyr who had been murdered by the Chilean military, which captured Chilean Communist boss Luis Corvalan. The KGB abandoned an elaborate plan to spring Corvalan from a remote prison and eventually swapped him for dissident Vladimir Bukovsky.



As part of operation TOUCAN, the KGB also forged a letter tying the CIA to an assassination campaign by Chile’s DINA. The World Was Going Our Way includes the entire letter, for which many fell, including columnist Jack Anderson. The volume also notes that, in 1976, the New York Times published 66 articles on human rights abuses in Chile and only four on Cambodia, where the Khmer Rouge killed 1.5 million out of that nation’s 7.5 million people. The authors find no adequate explanation for this “extraordinary discrepancy,” but there is one.



KGB disinformation specialists did their job well and found many on the American Left disposed to believe them. The Allende legend will have to be revised. He was not an independent leader, Chilean patriot, and committed democrat. He was a long-term tool of the KGB and Soviet Union, but one should not look for second thoughts from the American radicals who hailed him. Their ideological outrigger has no rear-view mirror, and they have long since rowed it to new fronts, through which the United States can be denounced.



Unlike Fidel Castro, still in power after all these years, Pinochet stepped aside and allowed democratic elections. The ensuing Chilean governments have been cordial toward the United States. The current coalition is friendly to markets, entered a free-trade pact with the United States, and has seen growth rates of six percent. Whether that will continue remains to be seen.



Hernando de Soto’s “other path” of free markets is out of favor in Latin America, where the trend is leftward and anti-American. Venezuela’s Hugo Chavez appears to be constantly channeling his inner Castro and Mussolini. The leftist Evo Morales has been elected in Bolivia, and left-leaning governments prevail in Brazil and Argentina. There is no longer a Soviet Union to intervene, but as history shows, Latin American leaders are perfectly capable of wrecking their own economies and confusing their friends with their enemies.



New Chilean president Michelle Bachelet is a socialist, an agnostic, and a divorcee. When asked whether she would marry again, she complained that a man would not be asked that sort of question. Reporters might ask her about East Germany, not only a much more repressive dictatorship than Chile under Pinochet (and that shot those who attempted to flee), but also an economic basket case. Or they could ask her about the recently revealed ties between the LEADER and the KGB. Her reaction will tell the tale.

If Michelle Bachelet retains affection for command-and-control economics, she will invoke the memory of Allende and align with the Chavez bloc. If she is the true independent Allende was not, she will follow another, pro-American path.

Statement of the Ba’ath Socialist Party Regarding the Execution of Saddam Hussein and a Note Regarding the Acceptance of Congratulations to Hussein’s Family for His Martyrdom

The Ba'ath Party of Iraq issued a statement today calling for "vengeance" for the death of Saddam Hussein, who was hanged on December 30, 2006, after being convicted for his role in killing Shi'a in Dujail, a northern Iraqi town, in 1982. The Ba'ath Party's statement, which was posted to Al-Basrah a jihadist website affiliated with the Ba’ath Party, claims that the execution of Hussein was due to the Iraqi government following the orders of the "criminal crusader George Bush." The message also states that the "criminals who prepared this execution" included Britain, Iran, and Israel.

The message argues that Hussein has become a symbol to Arabs and Muslims and has "become a super power that moves tens of millions of Arabs and Muslims and the honorable people of the world to intensify and expand the holy Jihad against America and its allies foremost being Iran."

Addressing the mujahideen, the statement calls for their unity and implores them to "strike America and Iran, the common enemy of Iraq, without mercy." The statement also addresses "Arab intellectuals" and asks them to "reveal the criminal Iranian role in what is happening in Iraq in terms of organized destruction carried out directly by Iran with coordination by America."

The statement then addresses "jihadi Ba'athists", calling on them to intensify the jihad "against the invasion and against Iran and to avoid retaliations against Iraqis." The message promises to the Ba'athists that "our vengeance against America and Iran will be through thwarting the invasion and Iran's defeat."

The message gives the same instructions to both Sunni and Shi'a Ulama [religious scholars], calling on the to "pray for pure soul and curse America and Iran and all who followed their orders, and unify your ranks and let your sons advance towards the inevitable resolution in God's name."

Closing by addressing the "rifle-bearers", the statement maintains, "The day of resolution has come, and let America and Iran suffer the consequences of their crimes by speeding up our victory, or by God vengeance will not be satisified except by causing more humiliation for America and Iran, an our nationlist wishes will not come true except by Saddam Hussein an eternal symbol of dignity for our Umma and party." The message concludes with a call: "And let us have a men's covenant that Saddam Hussein will become the center of eternal revolution against America and Israel and Iran."

In a separate message it was announced that the family of “mujahid martyr” Saddam Hussein is accepting congratulations for his martyrdom. A “Fatiha” is being held for him at the Canaan Hall in the Yemeni capital San'a.

A translation of the messages is provided to our Intel Service members.

Dr. Ayman al-Zawahiri, the number two in command of al-Qaeda, is featured in an audio recording issued by as-Sahab, al-Qaeda’s multimedia production arm, and titled: “Congratulations on the Eid to the Ummah of Tawhid.” Dr. al-Zawahari congratulates the Muslims twice, on the occasion of Eid al-Adha and on their alleged defeat of Americans and their allies in Afghanistan and Iraq, asking Allah for the same outcome in Palestine.

The defeat was not achieved by parliamentary elections, misguided fatwas, or negotiations, he states, but instead by “blood, martyrdom-seeking, the torture of the captives and the efforts of the Emigrants and Helpers.” He congratulates the Emir of the Islamic State of Iraq, “the Mujahid Shaykh Abu Umar al-Baghdadi,” and “the Commander of the Faithful, Mulla Muhammad Umar” in Afghanistan. He goes on to congratulate jihadists worldwide, naming them by region, in Kashmir, Chechnya, Indonesia and the Phillipines, Somalia, Algeria, and Yemen. He congratulates the jihadi media for their work in spoiling the “the enemies' publicity campaigns,” Muslim prisoners in Guantanamo and all other Western prisons, and all captive or greiving Muslim women.

Schools will instruct pupils on the "religion of peace," Islam. Now
Islamic
speakers are invited into school systems to teach faculty and
principals
about the goodness of Islam.

Mosque clerics will be regarded the same as the Methodist minister down
the
street. After all, a cleric is a cleric.

Liberal groups such as the Episcopal Church, Unitarian-Universalist
Society,
and United Church of Christ (Congregational) will look upon Islam as a
world
religion among religions, thus deserving equal space with Christianity
and
Judaism.

Local clergy associations will welcome Muslim clerics into their
fellowship.

Liberal politicians will champion Islam as compatible with America
because
they will believe the lies on 4000 Muslim web sites. After all, America
welcomes all equally.

Even conservative personages such as US President George W. Bush will
give
allegiance to Islam as a good component of the community, just as he
and his
wife placed the Koran in the White House library for the first time
this
winter. They did so at a banquet for Muslim leaders in America.

Theologically conservative leaders such as Billy Graham's son, Franklin
Graham, will be black listed for publishing factual books exposing
Islam as
a violent cult. He already has suffered such. He has been silenced by
the
liberal element in the United States.

Politicians and religious liberals will regard "peace religion" Islam
as
being highjacked by "insurgents" and "terrorists" rather than realizing
that
all Muslims are aligned with the same killing passages replete in the
unholy
book, the Koran.

Schools will set aside rooms for Muslim prayers during school hours.
Airports will follow suit. Independent living residential communities
will
follow suit. Just as they have chapels, they will have mosque centers.

Public buildings will provide prayer rooms for Muslim prayers just as a
local athletic building in New Jersey has done so for Muslim sports
figures
there.

Newspapers' religion pages will place mosque advertisements for
meetings and
so forth right alongside the advertisements for churches. They will
also
provide regular feature articles on Islam as a "peace religion," just
as the
local city paper already does where I live.

The sharia will become legal fare in most countries, including America.
This
Koran-based judicial system that enhances murder and maiming as well as
discrimination against females will be set aside as proper for the
Muslim
community.

Islamic professors will pepper the universities and colleges throughout
the
nation, propagating the message that Islam is a "peace religion." They
will
likewise blackball Christianity and Judaism, as is presently the
fashion.

Religious colleges that are theologically liberal will have Muslim
instructors and personnel on staff in order to give the public
relations
image that they are open to all beliefs.

Chapel services on theologically liberal religious-oriented campuses
will
have Muslim speakers to balance out theologically liberal "Christian"
preachers. Already at Bates College, Lewiston, Maine, the campus chapel
is
decorated with flag banners of all world religions, including Islam.
The
banners hang from the sanctuary ceiling.

Islamic so-called holy days will be legitimatized as holidays
necessitating
celebration and days off from work throughout the nation

Islamic symbols will decorate our stamps..

Islamic authors will become popular in "reading America."

Peace themes focusing on Islamic actors will be placed in television
sitcoms.

TV series such as "Sleeper Cells" will become passe and regarded as out
of
date and out of fact.

Legislation will be passed stating that anything truthfully negative
about
Islam will be regarded as a "hate crime."

Certain Islamic personages will run for political offices and will win
their
elections.

The National Council of Churches will welcome Islam into its
membership.

Liberal seminaries such as Harvard Divinity School will baptize Islam
as a
legitimate religion among world religions, just as HDS does already in
its
world religions building / courses.

It will become posh for Islamic speakers to be featured on talk shows
and at
book forums in local communities.

The Koran will be placed alongside the Bible in hospital chapels, just
as it
already is placed in the chapel in the city hospital near where I live.

The headscarf used by Muslim women will become fashionable for
non-Muslim
women in America. Already the headscarf clad young women appearing in
various advertisements on the Internet.

Advertisements will include in their human figures not only whites and
blacks and Hispanics but also obviously garbed Muslims.

"Jihad" will change its meaning from murder and maiming to improving
the
inner self, just as it is now defined on the Council for
American-Islamic
Relations (CAIR) lying web site.

Muslims will establish charitable causes to which the public will be
asked
to contribute, moneys used to enhance Islam and thereby overtake the
nation.

Christians and Jews will be relegated to a lower status than Islam.
Christians and Jews will be informed to be quiet, hold no meetings or
seminars teaching the facts about Islam, and squelch any preaching
against
Islam.

Political liberals such as "Rev." Jesse Jackson will come to the fore
as
comrades of Islam, presenting Christianity and Islam as monotheistic
religions of common foundation. It will become posh for Islam and
Christianity and Judaism to be presented as the three great
monotheistic
religions of the world, thus giving Islam equal footing with the other
two
religions. There will be much talk about all three religions having
Abraham
as "the father of the faith."

Regarding Islam as a killing cult will expose the offender as
committing a
"hate crime."

University and college commencement addresses, particularly those on
the
state level, will feature Islamic speakers.

Islamic killers in America will be regarded as an anomaly and
embarrassment
to Islam as the true "religion of peace."

Sunday school curricula in liberal denominations will feature Islam as
a
legitimate world religion.

Islam will become a highlight article feature in theologically liberal
publications. Already such articles have appeared in the Harvard
Divinity
School Bulletin.

Islamic literature will be distributed widely freely throughout the
nation,
similarly to such literature distributed by Moonies at airport
terminals.

Koran killing passages will be rephrased so as to erase the Koran
killing-passages just as such quotes are changed on the Muslim Public
Affairs Council (MPAC). These changes will appear in the American
publication of the Koran placed in public buildings.

Government agencies, particularly in Washington DC, will cower before
Muslim
demands just as they did as set forth in the article above.

Muslims elsewhere on the planet will cause such mayhem that America
will
fear such coming to this country and therefore will give Muslims
anything
they want in order to keep the blood from flowing our USA streets.

She's an Iranian teen used by her mother as a prostitute during
pre-teen
years.
Today, she is a teen-ager with a mental age of eight, and will be
killed by
the government unless a miracle happens. She faces the death penalty
on
charges of prostitution.
(Four months ago, another mentally ill female was accused of having sex
outside marriage. She was hung.)
Leyla M, a name given the teen, sits in a prison cell. The Iranian
Supreme
Court mulls over the charges against her: "acts contrary to chastity."
Females who are nine years old can be executed for such a crime. Males
cannot be executed for such unless they are 15 or older.
According to reporter Angus McDowall in Tehran, the teen girl was
coerced to
be a prostitute by her mother, set out for sex when only eight. She
was
raped repeatedly. She had a child at age nine. She became the
merchandise
for numerous pimps, bearing several more children, according to Amnesty
International.
"'The first time I was taken to a man's house by my mum, I was eight.
It
was a horrible night and I cried a lot, but then my mum came the next
day
and took me home. She bought me chocolate and cheese curls.'"
Iranian media informs that Leyla "was charged with controlling a
brothel,
having sex with blood relatives and bearing an illegitimate child."
This is common in Iran. For instance, another female, Atefeh Rajabi,
was
put to death in August. The judge tied the rope around her neck. She
begged for life but to no avail.
One wonders why the feminists worldwide don't rise up in alarm to push
these
atrocities into past history once and for all. Instead, organizations
such
as the National Organization for Women continue to champion their own
death
causes: killing off the unborn, killing off the traditional family,
killing
off masculinity, killing off Christian morals, killing off one nation
after
another.
Why then would anyone expect NOW to defend Iranian females who are sent
to
the gallows because males have trumped up charges against them, after a
host
of men have mutilated their bodies? Instead, NOW continues its death
march
while females in that agency permit other females to be maligned
globally,
particularly by Muslim males.
Muslim males have little or no regard for females. Females are less
than
cattle. They must shield their bodies so that the world can never see
them,
can never know their identities. If their ankles show to the
displeasure of
a male he may beat her. How many female Muslims have been led to
soccer
stadiums for a male to pull a trigger, setting loose a bullet into the
woman's head? Countless.
Therefore, Leyla is sadly only one example of the atrocities committed
against Muslim females.
Islam is obviously the devil's religion, manufactured in hell and
propagated
by the demons' emissaries worldwide. If the nations of the planet
don't
wake up, all will be consumed by Muslim hatred and murdering males.
The
terrorists making the news are simply the tip of the Muslim iceberg.

LAHORE, Dec 30: CIA police on Saturday arrested two arms smugglers and
seized a large quantity of illegal weapons in Ravi Road area.

The weapons, including 187 pump action guns, 175 pistols and more than
200,000 cartridges, which were purchased against bogus documents, were
being smuggled from the NWFP to Lahore and other districts of the
Punjab, said Additional IG Khawaja Khalid Farooq at a press conference.

He said on a tip-off that illegal weapons were being smuggled from the
NWFP, a special team led by CIA SP Masood Aziz conducted a raid on M/S
Iftikhar Awan Arms & Ammunition on Ravi Road and seized weapons after
arresting Roohullah and Rohail Khan.

The City police chief said that the dealer had purchased seized arms
from Noor Arms and Ammunition Manufacturers, Industrial Estate,
Peshawar, on forged documents.

After verification, it was learnt that the dealer bought weapons on a
fake authority letter of the Lahore DCO and the Home department.

The accused purchased 399 pump action guns, 400 pistols and 295,000
cartridges, out of which 212 pump action guns, 225 pistols and 85,000
cartridges were sold to Mian Asghar Ali & Company, Ravi Road; Muhammad
Younas & Company, Nila Gumbad; FDAS & Company, Ravi Road; and Haji Noor
Muhammad & Company, Ravi Road.

Mr Farooq said all dealers had absconded after closing their shops and
teams had been constituted for their arrest, adding that the accused
had
been selling illegal arms to criminals since long.

He said the police were also analysing the aspect whether the seized
weapons were to be used for creating law and order problems in the
city.

He said from now on the entire record of arms dealers would be checked.

Answering a question, Mr Farooq said that at least 8,000 police
officials were being deployed to perform security duty on Eidul Azha
and
the New Year night in the city.

He said that Eid pickets would not be established while some pickets
under the supervision of SPs concerned were set up for capturing
criminals.

Beijing, Dec 29: China's military modernisation will focus on
strengthening its navy and air force as it faces security threats from
border spats, historical disputes and self-ruled Taiwan, a defence
white
paper released on Friday said. But China, whose increasing defence
spending and military build-up has been a source of friction with the
United States, will never engage in an arms race or threaten any other
nation, the policy paper said. "The navy will gradually ... raise its
marine combat and nuclear counter-attack capabilities," it said.

"The air force aims at speeding up its transition from territorial air
defence to both offensive and defensive operations, and increasing its
capabilities in the areas of air strike, air and missile defence, early
warning and reconnaissance and strategic projection."

President Hu Jintao this week urged the building of a powerful Chinese
navy that was prepared "at any time" for military struggle.

The report also defended China's rising military spending, pointing out
that it spends less per capita than the United States, Britain, France
or Russia.

"On the basis of its continuing economic development, China promotes
the
modernisation of its defences and military, which is necessary in
adapting to the new military trends in the world and safeguarding
national security and development," it said. "China will not engage in
an arms race with any other country and does not pose a military threat
to any other nation."

Describing China's general security situation as good, the 83-page
document nonetheless wasted little time in denouncing Taiwan
independence moves, saying the island over which Beijing claims
sovereignty was a serious threat to regional stability.

In the same breath, it said that China was facing threats not only from
Taiwan but from other, unnamed neighbours. "The issues of border
complexities and sensitive historical problems still have an effect on
China's security environment," the report said.

China has in the past fought brief border wars with India, Vietnam and
the former Soviet Union, and continues to dispute the ownership of
islets in the South China Sea with Vietnam, Taiwan, Malaysia, Brunei
and
the Philippines. China also remains wary of Japan, which occupied parts
of the country between 1931 and 1945 and which called on Beijing
earlier
this year to be more open about its military.

But the report -- the fifth Chinese defence white paper since 1998 --
singled out old enemy Taiwan for special denunciation.

"The struggle to oppose and control 'Taiwan independence' splittist
forces and their activities is complex and grim."

Taiwan government efforts to amend the constitution were a step towards
legalising the island's independence and could not be countenanced, the
report added. "It constitutes a serious threat to China's sovereignty
and territorial integrity as well as peace and stability in the Taiwan
Strait and the Asia-Pacific region," it said.

China and Taiwan have faced off since 1949 when Nationalist forces fled
to the island after losing the Chinese civil war to the Communists.

Washington, obliged by its Taiwan Relations Act to help the island
defend itself, has repeatedly urged Beijing to explain its military
build-up, worried it will alter the balance of regional power. Chinese
defence expenditure is officially projected to be some $36 billion in
2006, up about 15 percent from the previous year, but many foreign
experts believe the real figure is significantly higher.

"This increase is to compensate for topping up basic defence
weaknesses," the report said, defending the rise.

SARAJEVO (Reuters) - Last week, Sarajevo's Jesus Heart cathedral was
packed for Christmas mass. This week its King Fahd mosque is filled
ahead of the Eid al-Adha, the Muslim festival of sacrifice.

The Bosnian capital is still a mix of Catholicism, Orthodox
Christianity
and Islam.

Since the Bosnia war ended in 1995 the Muslim faith dominates, but not
all adherents are happy with the increasing numbers of people following
the puritanical Sunni Muslim Wahhabi sect.

"Wahhabism has seriously divided children and parents, spiritual
leaders
and priests, professors and students, neighborhoods," says lecturer
Adnan Silajdzic, who teaches comparative religions at Sarajevo
University's Faculty of Islamic Studies.

Some analysts said the statement wasn't strong enough. They suspect
Islamic leaders avoid the issue so as not to fan long-time accusations
by Serb and Croat nationalists of a terrorist threat from radical
Muslims in Bosnia.

BEIRUT - Prominent Lebanese MP Walid Jumblatt has accused the Shia
militant group Hezbollah of being involved in a string of political
assassinations, according to an interview aired on Arab television.

The accusations marked the first time that Jumblatt, a leading MP from
the anti-Syrian parliamentary majority, pointed the finger at the
Teheran- and Damascus-backed group which is spearheading an opposition
protest to topple the government.

"In one manner or another, they (Hezbollah) are implicated in certain
attacks, if not all," Jumblatt told Al-Arabiya television late
Thursday.

"The fog over my eyes dissolved once and for all after the
assassination
of journalist and MP Gibran Tueni on December 12, 2005," said the Druze
chief, who has previously accused Syria of being involved in the
killings.

Six prominent anti-Syrian figures have been slain in the past two
years.
A UN investigation into the 2005 bomb blast that killed ex-prime
minister Rafiq Hariri has implicated senior Syrian officials and
Lebanese accomplices.

Syria has denied involvement.

Jumblatt equally accused Hezbollah of fearing an extension of the UN
probe into Hariri's assassination that could cover other bomb and
shooting attacks against outspoken Damascus critics.

"Hezbollah pulled out of the government saying they were in favour of
an
international tribunal (in the Hariri slaying) but against any
extension
of the probe," Jumblatt said, referring to the resignations of six
pro-Syrian ministers, including two from Hezbollah, last month.

"That is because in one way or another, they are implicated in the
attacks that killed Tueni, Samir Kassir, Georges Hawi (all in 2005) and
Pierre Gemayel (2006) and which targeted journalist May Chidiac and
minister Elias Murr (2005)," Jumblatt said.

Echoing an accusation voiced by anti-Syrian Communications Minister
Marwan Hamadeh on Thursday, Jumblatt said the "the car bomb that
targeted Marwan (on October 1, 2004) was prepared in the southern
suburbs of Beirut," a Hezbollah stronghold.

Hariri's assassination "was prepared high up," Jumblatt said in an
apparent reference to Syria, "but the other crimes, or some of them,
took place here" in Lebanon.

"There, I don't want to say more, but I said it."

The Western-backed government is in the throes of political paralysis
after the resignations of six members of the 24-member cabinet in
mid-November followed by the assassination of anti-Syrian industry
minister Gemayel.

The pro-Syrian opposition and its Christian allies want the
installation
of a new unity government and the resignation of Western-backed Prime
Minister Fuad Siniora's cabinet.

In one of its recent publications, the United States government has a
map of the world that on casual glance appears to be like so much
multi-coloured spaghetti strewn all over. The map actually depicts
various routes of arms and narcotics smuggling, illegal money flows,
human trafficking and terrorism. In many cases, the routes overlap,
showing interdependence and international connectivity. It has also
been
calculated that this illicit and deadly trade has an economy that
accounts for five per cent of the global GDP. Added to this is the fact
that in this modern day and age many of the transactions and
instructions flow through the Internet sent in various coded forms that
are not easy to track or decipher. All such transactions can take place
in real time.

Terrorism had gone global several years ago but to the affluent and
overconfident West, terrorism was like poverty, a disease that
afflicted
only the poor while the rich and powerful had been immunised against
it.
So any talk of cooperation was usually brushed off disdainfully.
Cooperation was not scoffed at but nor was it given any serious
consideration. Some of the European agencies were more serious, others
treated the Indian suggestion for international cooperation as
something
that arose from an exaggerated and a self-serving threat.

B. Raman often refers to an incident after the notorious Mumbai serial
blasts of March 1993, when RAW had collected one of the timers used by
the terrorists that had been manufactured in the US and supplied to the
Pakistanis for the Afghan jihad. This was given to the Americans for
forensic confirmation, but they never returned the timer on one pretext
or the other and ultimately claimed it had been destroyed by mistake.
Obviously, Pakistan had to be helped out of this awkward situation. It
took the US 12 years to declare Dawood Ibrahim a terrorist. Other
countries had been more forthcoming even on the Sikh terrorist-ISI
links, but the Americans were invariably reluctant to assist Indian
intelligence on this --- specially when they feared there might be
Pakistani involvement. US state department blinkers on Pakistan and the
CIA-ISI bonds invariably led India into a dead end.

Dossiers on evidence about Pakistani involvement prepared painstakingly
and presented by India were usually scoffed at; interrogation reports
were considered unreliable because they were believed to have been
coerced out of the suspects. One wonders what they say about the
reliability of statements from victims of Abu Ghraib and Guantanamo.
Cooperation is thus not just a function of intelligence agencies but
needs political support.

Post 9/11 the US, after an initial show of enthusiasm of global
cooperation for a global war on terror, has reverted to form. The motto
being "my terrorist is more important than your terrorist, who in fact
is a freedom fighter". The definition of terrorism remains very
flexible
and usually something that is highly subjective and politically
expedient. No wonder India, which has suffered relentless
Pakistan-inspired terrorism for at least 17 years, finds no mention as
one of the victims of terrorism in the US national security strategy
report of 2006.

Instead, the report thoughtfully and sympathetically mentions that
Pakistan was one of the places where terrorists struck last year. But
then we also now consider Pakistan a victim of terrorism.

The character, reach and lethality of terrorism has changed over the
last few decades. The "gentleman terrorist" who assassinated Archduke
Franz Ferdinand in 1914 (and thus set off World War I) is a far cry
from
the ruthless cold-blooded terrorist of today. The 21st century
terrorist
plans his own suicide mission weeks, months, even years in advance, and
thinks nothing of crashing aircraft and boats into buildings and ships,
innocents and children being fair game, plans newer and better ways of
killing, keeps ahead of the security agencies with his readiness to use
the latest technological innovations to strike in any part of the
globe.
A 10-kiloton nuclear bomb in the hands of a terrorist is a never-ending
nightmare for all security agencies.

Intelligence agencies are known more by their failures, their successes
hidden away from public scrutiny and acclaim. Each time a terrorist
attack takes place there are questions about intelligence failure. The
best way a terrorist attack might be averted would be if a terrorist
organisation had been penetrated by an intelligence agency and the
agent
was in the cell that planned the attack --- not the easiest of tasks.
Besides, there will always be the moral question of whether the handler
of such a mole will allow a terrorist act to be committed so that the
source is not exposed, or abort the terrorist act and blow his source.
It is easier to collect intelligence through interception of
communications --- on the Internet, mobile phones and so on, backed by
thorough analysis, smooth coordination between the agencies involved
and
rapid action by anti-terrorist forces.

Since intelligence cooperation, as an important element of general
global cooperation, is necessary to tackle global terrorism, it is
argued that cooperation between India and Pakistan should also make
sense. It does not simply because the two countries cannot agree on a
definition of the word "terrorist". Pakistan considers acts of violence
in Kashmir as the handiwork of freedom fighters; when it says violence
must end in Kashmir it means violence by Indian forces. Since there is
no basic agreement on the ground rules, one cannot visualise any
meaningful cooperation. Sharing intelligence means invariably that the
recipient can work out how that intelligence was obtained, especially
when he is responsible for the act in the first place, and can thus
take
remedial measures for the future. Besides, cooperation can work only in
an atmosphere of mutual trust, and it is known the world over that
intelligence agencies are reluctant to share operational intelligence
even within their own country. This trust simply does not exist between
the Indian and Pakistani services. It is difficult to accept the
rationale of this exercise or to imagine that it will succeed.

Soon after 9/11, there was a mushrooming of joint working groups on
terrorism, with different countries promising to cooperate on
counter-terrorism. Actually these JWGs soon ended up as talking shops
and provided junkets for the fortunate few. The exchange of information
was generally nothing more than what had already been shared by
intelligence agencies among themselves. These JWGs are pious political
declarations of intent but achieve very little else.

As terrorist threats are now transnational, no single intelligence
organisation can tackle this alone and cooperation has to be global.
Mere exchange of information and data --- bilateral or multilateral ---
is
useful but it is not enough. There has to be exchange of actionable or
operational intelligence between two agencies for what might become a
joint operation against a common identified enemy.

Yet the fear remains that without a clear agreement about the
definition
of a terrorist, what constitutes an act of terrorism, the target
selected and priorities assigned, some agencies may simply end up
carrying suspects in torture taxis to lodge them in secret prisons. One
can have any number of international and multilateral regional
organisations blessing cooperation to fight terror, or even the UN
Resolution 1373 of September 2001, but so long as we do not have a
common definition and common targets, the terrorist will continue to
win.

A Bible-bearing Christian flight attendant has been barred by her
British employer from flying to Saudi Arabia, where Christianity is
illegal.


The flight attendant, who works for British Midland Airways (BMI), is
"a
committed Christian [who] likes to take her Bible, which was once her
mother's, with her when she travels," according to journalist Claire
Bergen, who added that the case will be brought to an industrial court.

The British Foreign Office backed the airline. "The importation and use
of narcotics, alcohol, pork products and religious books, apart from
the
Quran (Koran), and artifacts are forbidden," it stated. The London
Telegraph quoted a BMI official as saying, "We issue advice to all our
staff and passengers that these are the guidelines. She is saying she
wants to carry her Bible with her. We are saying we cannot start
designing rules around individuals when we have several hundred members
of staff. To take every personal preference into account would be
impossible."

It is not the first time that religious practice of airline workers has
been curtailed because of Saudi rules. A flight attendant working for
British Airways (BA) was forbidden to visibly wear her cross on the
route to Saudi Arabia.

Even Christmas trees are banned in the oil-rich kingdom, which claims
to
allow religious freedom. An Iowa woman wrote in a Kansas newspaper
earlier this month about her experience in 2003. "Christianity was not
allowed to be practiced," wrote Charlotte Brock Rady. "Shopping in the
back alleys of Jeddah one night, we discovered a market that had hidden
away upstairs in a dark room a small artificial Christmas tree and
lights."

Another worker in the country reported that her tree was confiscated at
the border.

Nevertheless, on a recent visit to Princeton University, Prince Turki
al-Faisal declared, "Arab tradition and Muslim tradition is geared
towards having an open mind. Muslim religion accepts Christianity and
Judaism."

Last year, a Saudi Arabian court sentenced a teacher to 40 months in
prison and 750 lashes for discussing the Bible and praising Jews,
according to a Reuters News Agency report.

"He was charged with promoting a "dubious ideology, mocking religion,
saying the Jews were right, discussing the Gospel and preventing
students from leaving class to wash for prayer."

A report by the U.S. State Department criticized Saudi Arabia, saying
religious freedoms "are denied to all but those who adhere to the
state-sanctioned version of Sunni Islam."

(IsraelNN.com) An investigation by the Iranian Revolutionary Guards has
led to the firing of top Hizbullah commanders for failing to perform
better in the war against Israel, according to the Geostrategy-Direct
news service.

"Hizbullah commanders who have not measured up have been reprimanded,
demoted or dismissed," the report said. It added that Hizbullah leader
Hassan Nasrallah dismissed Hassin Jamil Yunis, who was accused of not
being prepared for Israeli strikes on Hizbullah's logistical center
near
the Syrian border. One maneuver killed 50 Hizbullah terrorist
guerillas.

Iran is to loan $1bn to Iraq for reconstruction purposes, reported the
Gulf Daily News citing the IRNA news agency. Iranian Economy Minister
Davoud Danesh Jafari said Iraq had committed to using Iranian
contractors and experts for the various infrastructure projects. The
loan will be directed towards the construction of power plants, roads,
hospitals and schools.

Reporters Without Borders spoke of the continuing detention of
Lebanon's
New TV reporter Firas Hatoum, cameraman Abdel-Azim Khayat and driver
Mohammed Barbar, who were arrested on 19 December 2006 for entering the
apartment of a key prosecution witness in the February 2005 murder of
former Prime Minister Rafik Hariri. New TV is a satellite news station
based in Beirut.

"These three New TV employees pose absolutely no threat and should not
have to remain in prison while awaiting the trial," the press freedom
organisation said. "The prosecutor's reaction is utterly
disproportionate and suggests that they are the victims of
politically-motivated exploitation of the lack of definition in the
legal status of broadcast journalists."

Reporters Without Borders added: "We appeal to the judicial authorities
to regard this case as a press offence and to try it under the press
law. We also call for the immediate provisional release of the two
journalists and their driver, who have already spent more than a week
in
detention."

The case stems from a report that Hatoum and Khayat did on Mohammed
Zouheir Siddik, a leading witness in the Hariri murder, during which
they went to his apartment in the south Beirut district of Khaldé on
15
December.

The apartment had already been examined by the International Commission
of Inquiry. Evidence had been removed and it has been closed for the
past year. Reporters Without Borders has been told there was no sign
outside the door saying it was forbidden to enter the apartment.

Hatoum and Khayat received Siddik's permission to go to his apartment.
Their phone conversation was broadcast on New TV. They went with the
building's manager and security guard, who let them enter through a
window as they did not have a key. The manager and guard have also been
charged as accomplices.

A plain-clothes police officer with the job of keeping the apartment
under surveillance watched the two journalists as they filmed it
without
intervening. It was only after the report was broadcast on 19 December
that High Court Prosecutor Said Mirza ordered the arrest of the three
New TV employees, the building manager and the security guard.

They have been charged with theft under criminal law, rather than under
press law, and face between three and eight years in prison. They are
being held in Roumié prison in northeast Beirut.

The Faces Behind The War

Four a.m.

It's cold and dark outside my small home in western Maryland. The slap of the newspaper hitting the driveway briefly jolts me awake as I blearily stare at the monitor. Behind my office chair a small but determined Weiner Beast wreaks havoc on carefully arranged stacks of Christmas wrap and bows with a destructive force that rivals the most fiendish IED as, via OpFor, I read that last week David Ignatius tried to convey a sense of Christmas during wartime:

Small explosion knocks out power in north Chico

A small explosion in an underground vault knocked out power to about 2,300 Pacific Gas and Electric customers Friday morning in north Chico.

The explosion occurred at 10:40 a.m. near East Avenue and El Paso Way.

Homes in the area and several businesses along East Avenue between Highway 99 and Cohasset Road were without electricity for at least 90 minutes.

Signals lights were out at some intersections, creating small traffic jams.

PG&E spokeswoman Lisa Randle said electricity was diverted by throwing switches in six locations, in an attempt to minimize the size of the outage.

She said about 1,000 customers got service back by noon, with the remainder back on line by mid-afternoon.

Damage caused by the explosion was going to be repaired next week, but Randle said the decision was made to do it Friday night.

As a result, traffic on East Avenue near El Paso Way was restricted to one lane in each direction Friday night and early Saturday morning.

[Odd, that it does not hint at a cause of the explosion]
