World Terrorism: News, History and Research Of A Changing World #6 Disinformation, Inc.
Global Politician/Ocnus.Net ^ | Dec 17, 2006 | Professor Daniel M. Zucker

Posted on 12/17/2006 4:03:30 PM PST by DAVEY CROCKETT

VEVAK learned its methodology from the Soviet KGB and many of the Islamist revolutionaries who supported Ayatollah Ruhollah Khomeini actually studied at Moscow's Patrice Lumumba Friendship University, the Oxford of terrorism. Documented Iranian alumni include the current Supreme Leader (the faqih) Ayatollah Ali Khamenei, under whose Velayat-e Faqih (Rule of the Islamic Jurisprudent) apparatus it has traditionally operated. Its current head is Cabinet Minister Hojatoleslam Gholam-Hussein Mohseni-Ezhei, a graduate of Qom's Haqqani School, noted for its extremist position advocating violence against enemies and strict clerical control of society and government. The Ministry is very well funded and its charge, like that of the Islamic Revolutionary Guards Corps (the Pasdaran) is to guard the revolutionary Islamic Iranian regime at all costs and under all contingencies.

From the KGB playbook, VEVAK learned the art of disinformation. It's not so difficult to learn: tell the truth 80% of the time and lie 20%. Depending on how well a VEVAK agent wants to cover his/her tracks, the ratio may go up to 90/10, but it never drops below the 80/20 mark as such would risk suspicion and possible detection. The regime in Teheran has gone to great lengths to place its agents in locations around the world. Many of these operatives have been educated in the West, including the U.K. and the United States. Iranian government agencies such as embassies, consulates, Islamic cultural centers, and airline offices regularly provide cover for the work of VEVAK agents who dress well and are clean shaven, and move comfortably within our society. In this country, because of the severance of diplomatic relations, the principal site of VEVAK activities begins at the offices of Iran's Permanent Mission to the UN in New York.

Teheran has worked diligently to place its operatives in important think tanks and government agencies in the West. Some of its personnel have been recruited while in prison through torture or more often through bribery, or a combination of both. Others are Islamist revolutionaries that have been set up to look like dissidents - often having been arrested and imprisoned, but released for “medical reasons”. The clue to detecting the fake “dissident” is to read carefully what he/she writes, and to ask why this vocal “dissident” was released from prison when other real dissidents have not been released, indeed have been grievously tortured and executed. Other agents have been placed in this country for over twenty-five years to slowly go through the system and rise to positions of academic prominence due to their knowledge of Farsi and Shia Islam or Islamist fundamentalism.

One of the usual tactics of VEVAK is to co-opt academia to its purposes. Using various forms of bribery, academics are bought to defend the Islamic Republic or slander its enemies. Another method is to assign bright students to train for academic posts as specialists in Iranian or Middle East affairs. Once established, such individuals are often consulted by our government as it tries to get a better idea of how it should deal with Iran. These academics then are in a position to skew the information, suggesting the utility of extended dialogue and negotiation, or the danger and futility of confronting a strong Iran or its proxies such as Hizballah (Hezbollah). These academics serve to shield the regime from an aggressive American or Western policy, and thereby buy more time for the regime to attain its goals, especially in regards to its nuclear weaponry and missile programs.

MOIS likes to use the media, especially electronic media, to its advantage. One of VEVAK's favorite tricks is setting up web sites that look like they are opposition sites but which are actually controlled by the regime. These sites often will be multilingual, including Farsi, German, Arabic French, and English. Some are crafted carefully and are very subtle in how they skew their information (e.g., Iran-Interlink, set up and run by Massoud Khodabandeh and his wife Ann Singleton from Leeds, England); others are less subtle, simply providing the regime's point of view on facts and events in the news (e.g., www.mujahedeen.com or www.mojahedin.ws). This latter group is aimed at the more gullible in our open society and unfortunately such a market exists. However, if one begins to do one's homework, asking careful questions, the material on these fake sites generally does not add up.

Let's examine a few examples of VEVAK's work in the United States. In late October, 2005, VEVAK sent three of its agents to Washington to stage a press event in which the principal Iranian resistance movement, the Mojahedin-e Khalq (MeK), was to be slandered. Veteran VEVAK agent Karim Haqi flew from Amsterdam to Canada where he was joined by VEVAK's Ottawa agents Amir-Hossein Kord Rostami and Mahin (Parvin-Mahrokh) Haji, and the three flew from Toronto to Washington. Fortunately the resistance had been tracking these three, informed the FBI of their presence in Washington, and when the three tried to hold a press conference, the resistance had people assigned to ask pointed questions of them so that they ended the interview prematurely and fled back to Canada.

Abolghasem Bayyenet is a member of the Iranian government. He serves as a trade expert for the Ministry of Commerce. But his background of study and service in the Foreign Ministry indicates that Bayyenet is more than just an economist or a suave and savvy businessman. In an article published in Global Politician on April 23, 2006, entitled “Is Regime Change Possible in Iran?”, Bayyenet leads his audience to think that he is a neutral observer, concerned lest the United States make an error in its assessment of Iran similar to the errors of intelligence and judgment that led to our 2003 invasion of Iraq, with its less than successful outcome. However, his carefully crafted bottom line is that the people of Iran are not going to support regime change and that hardliner President Mahmoud Ahmadinejad actually has achieved greater popularity than his predecessors because of his concern for the problems of the poor and his fight for economic and social justice. To the naive, Bayyenet makes Ahmadinejad sound positively saintly. Conveniently overlooked is the occurrence of over four thousand acts of protest, strikes, anti-regime rallies, riots, and even political assassinations by the people of Iran against the government in the year since Ahmadinejad assumed office. So too, the following facts are ignored: the sizeable flight of capital, the increase in unemployment, and the rising two-figure rate of inflation, all within this last year. Bayyenet is a regime apologist, and when one is familiar with the facts, his arguments ring very hollow. However, his English skills are excellent, and so the naОve might be beguiled by his commentary.

Mohsen Sazegara is VEVAK's “reformed revolutionary”. A student supporter of Khomeini before the 1979 revolution, Sazegara joined the “imam” on his return from exile and served in the government for a decade before supposedly growing disillusioned.

He formed several reformist newspapers but ran afoul of the hardliners in 2003 and was arrested and imprisoned by VEVAK. Following “hunger strikes”, Sazegara was released for health reasons and permitted to seek treatment abroad. Although critical of the government and particularly of Ahmadinejad and KhameneМ, Sazegara is yet more critical of opposition groups, leaving the impression that he favors internal regime change but sees no one to lead such a movement for the foreseeable future. His bottom line: no one is capable of doing what needs to be done, so we must bide our time. Very slick, but his shadow shows his likely remaining ties to the MOIS.

Mesa CRJ 600 Forced Back to Denver After Uncontained Engine Failure

Washington, DC -- A team of National Transportation Safety Board (NTSB)
investigators, with assistance from other parties, is investigating an
uncontained engine failure on an America West Express jet in the area
near
Denver on Jan. 25.

In an effort to determine the cause of this event, the NTSB is seeking
the
engine components that fell from the airplane, and informing the public
of
how to assist.

On January 25, at 4: 50 P.M. Mountain Standard Time, a Mesa Airlines,
Bombardier CL-600-2B19 Challenger Jet, N17337, operating as America
West
Express Flight 2985, from Denver, Colorado to Phoenix, Arizona, while
climbing through 24,000 feet, experienced an uncontained engine
failure. The
airplane's flight crew declared an emergency and immediately returned
and
landed uneventfully at the Denver International Airport at 5:30 P.M.

The captain, first officer, flight attendant, 1 extra crewmember, and
50
passengers were not injured during the incident. The aircraft itself
sustained minor damage to the fuselage, left engine pylon, and tail
section
during the engine separation.

The left engine cowling, fan, and other forward components separated
over
sparsely populated mountainous terrain in an area beginning just south
of
Woodland Park, Colorado and running south-southwest to 10 miles
southwest of
Cripple Creek, Colorado.

The NTSB has notified local officials in Teller County that this event
occurred, and that there could be engine debris on the ground in their
jurisdictions.

The NTSB has requested their assistance as well as the assistance of
other
state and local agencies in locating the missing engine parts. Members
of
the public should contact the Teller County Sheriff's Department
(Telephone
719-687-9652) of the location, estimated size, and description of the
part
or parts found. These parts could cause injuries if not handled with
proper
precautions, therefore, should not be handled by members of the public.

The NTSB team is being led by NTSB air safety investigator Jennifer
Kaiser
of the Central Mountain Region in Denver. Members of the team include:
NTSB
engineers, Federal Aviation Administration (FAA) inspectors; Mesa
Airlines;
Bombardier Canada (the airplane manufacturer); and General Electric
Corporation (the engine manufacturer).

A radar analysis team was assembled and has gathered all FAA, company,
and
military radar information. This information is being correlated with
data
from the airplane's flight recorders in an effort to pinpoint the
potential
locations of the engine parts.

Both devices were defused without incident.

The
FBI said a threatening note accompanied the explosive device that arrived Wednesday at American Century Investments' midtown Kansas City mail facility, a few blocks from the company's national headquarters.

A similar explosive was found Thursday at a business in a downtown Chicago office tower, said Wanda Shipp, a Postal Inspection Service spokeswoman.

Taliban militants overrun Afghan town, destroy government centre
CP on Yahoo ^ | 2/2/07 | Jason Straziuso - ap

Posted on 02/02/2007 10:10:59 AM PST by NormsRevenge

KABUL (AP) - Taliban militants overran a southern Afghan town where a contentious peace agreement was negotiated last fall, roaming through the town centre, burning its government compound and threatening elders, officials and a resident said.

A resident of Musa Qala in Helmand province said that 200-300 Taliban fighters had overtaken the town, took weapons from the police and destroyed the government centre late Thursday.

Col. Tom Collins, a spokesman for NATO's International Security Assistance Force, said an "unknown number" of militants had apparently entered Musa Qala and that NATO had conflicting reports that tribal elders were temporarily taken hostage.

British forces are based in Helmand province but left Musa Qala in October after a peace agreement was signed between local elders and the Helmand governor. According to the deal, security was turned over to local leaders, while NATO forces were prevented from entering the town.

Some western officials complained that the deal put the area, which had seen many clashes between British troops and Taliban militants, outside of government and NATO control.

Analysis: Sawt Al Jihad: Signs of a Saudi al Qaeda Resurgence?
Islamdaily ^ | 2/2/07 | Fred Burton

Posted on 02/02/2007 7:34:01 AM PST by Valin

Last weekend, a banner ad was placed on a number of jihadist Web sites announcing that al Qaeda's branch in Saudi Arabia is preparing to release a new issue, No. 30, of its Sawt Al Jihad magazine. Sawt Al Jihad (or "Voice of the Jihad") was published as al Qaeda in the Arabian Peninsula's biweekly electronic magazine from October 2003 until November 2004.

At the time the magazine was launched, the Saudi al Qaeda node was on the rise. The magazine was actively published during the time al Qaeda 's operations in Saudi Arabia were at their peak. For example, during 2004, the group conducted attacks against Western housing compounds such as the Oasis compound in Khobar, as well as attacks against Western facilities that included ABB Lummus Global Engineering in Yanbu, the U.S. Consulate in Jeddah and the Saudi Interior Ministry in Riyadh.

In retrospect, Sawt Al Jihad seems to have functioned as a barometer of the Saudi node's strength. When it was published regularly, the group was very active operationally; shortly after the regular publishing ceased, the group's activity level dramatically declined.

The emergence of a new edition of Sawt Al Jihad should therefore be carefully watched, as it could be a harbinger of things to come.

Police praise Muslim soldiers who acted as 'bait' for beheading gang [UK]
The Daily Mail (UK) ^ | February 2, 2007 | By MATTHEW HICKLEY, BEN TAYLOR and DAVID WILLIAMS

Posted on 02/02/2007 7:59:47 AM PST by aculeus

Two British Muslim soldiers targeted by the alleged beheading gang were used in an extraordinary "sting" operation to snare their assassins, it has emerged.

The courageous pair agreed to act like "tethered goats" in an attempt to catch the extremists plotting to kidnap them.

The soldiers - who are not thought to have told their families that they were potential targets - were placed under unprecedented surveillance for weeks as officers waited for the terrorists to strike.

And as they tried to carry out their ordinary duties, the pair were aware that if the gang attempted to stage their abduction they could be attacked and bundled into a waiting vehicle at any time.

To prevent this, the security forces mounted a sophisticated surveillance operation.

In an operation reminiscent of a spy drama, their every move was monitored by a team of crack MI5 agents - linked to the soldiers by the latest in modern technology.

Muslim rebels lead Philippine jail break
AFP ^ | February 2, 2007

Posted on 02/02/2007 9:07:35 AM PST by Mount Athos

Muslim insurgents using grenade launchers blasted their way into a prison in the southern Philippines early today and freed 49 inmates, including suspected bombers.

Three guards were wounded in the pre-dawn attack on Kidapawan City prison on Mindanao island, in the latest violation of a truce between the Philippine government and the Muslim separatist Moro Islamic Liberation Front (MILF).

Jail warden Red Marasigan said about 20 MILF guerrillas attacked the prison, blasting a hole in the wall with grenade launchers.

As some insurgents kept guards pinned down with rifle fire, others entered the jail to free prisoners.

The six guards on duty at the time were outnumbered and outgunned by the large attacking force, jail officials said.

Most of those who escaped faced serious charges such as bombing, kidnapping and murder.

Among them was Ali Sultan, a suspected MILF member being held for allegedly bombing Kidapawan's commercial district in October 2003, Marasigan said.

It was the second jail break in the area involving suspected MILF members in recent months.

Man was arming for 'war,' FBI says
St. Louis Post-Dispatch ^ | 02/02/2007 | Robert Patrick

Posted on 02/02/2007 8:59:28 AM PST by Mount Athos

A St. Charles man obtained fully automatic weapons and tried to buy as many explosives as possible in preparation for what an associate called "war," the FBI says in court documents.

He bought three rifles and a Claymore anti-personnel mine and negotiated for a case of hand grenades, documents obtained by the Post-Dispatch show.

Mousa M. Abuelawi, 22, of Franjoe Court, was arrested Dec. 29 and charged on complaints accusing him of three counts of illegal possession or distribution of a machine gun and conspiracy to violate machine gun statutes.

Abuelawi, a Palestinian immigrant free on $50,000 bond, could not be reached. His brother declined to comment on his behalf. His lawyers, Scott Rosenblum and Gil Sison, did not return calls.

The context of the word "war" was not explained in court filings; the FBI declined to comment.

The man to whom the word was attributed, Thaer Abde Sumad, said in an interview Thursday that the purchases were not intended for terrorism but to make money supplying street gangs in a St. Louis turf war.

Sumad, 23, is not charged, although he is identified in an FBI affidavit as being present for one of the transactions.

He told a reporter he had no role in handling the firearms or explosives. He said he was at a meeting between Abuelawi and a federal informer outside a St. Louis gas station where Sumad works only because he knows both and wanted to say hello.

Sumad suggested that he and Abuelawi attracted special attention because of the sound of their names and their Arab ethnicity.

Abuelawi's lawyers have said he is a Palestinian immigrant.

Sumad is of Palestinian descent but was born in Indiana and raised in St. Louis, he said.

WASHINGTON — A federal building close to the White House was ordered evacuated Friday because of a bomb scare.

The White House Conference Center on Jackson Place is serving as the temporary residence of the White House press corps. Deputy press secretary Scott Stanzel said a car checked by a bomb-sniffing dog had tested positive.

A bomb sniffing dog was alerted to a vehicle parked outside the Layfayette Park around 9:30 this morning. The park is just north of the White House.

The vehicle is parked between the intersection of Jackson Place and "H" Street, which is one block north of the White House.

The White House Media Conference Center was among the buildings that were evacuated.

149 cases of nuclear trafficking in 2006: IAEA
Hindustan Times ^ | Feb. 2, 2007 | Staff

Posted on 02/02/2007 5:15:26 AM PST by Schnucki

The United Nations atomic watchdog agency has reported 149 incidents of illicit trafficking and other unauthorised activities involving nuclear and radioactive materials in 2006.

Of these, 15 involved the seizure of nuclear and radioactive materials from individuals who possessed them illegally, according to preliminary figures released by the UN International Atomic Energy Agency (IAEA) Office of Nuclear Security.

"Some of these individuals were attempting to sell the material or smuggle it across national borders," IAEA said in a statement on Thursday.

"Six of these incidents involved nuclear materials. Five involved materials such as natural uranium, depleted uranium, and thorium and one involved high-enriched uranium (HEU)," it said.

In the latter case, Georgia reported that in February last year, 79.5 grammes of uranium enriched to 89 per cent was seized from a group of criminals in Tbilisi, the capital.

The other incidents of illegal possession reported involved radioactive sources. Just last week, the IAEA noted another reported case in which Georgia seized about 100 gms of uranium enriched to a level considered to be weapons-grade in a sting operation.

Over the past several years, the agency has been assisting Georgia in the effective monitoring, control, and recovery of nuclear and radioactive materials.

The other 134 incidents reported to the IAEA in 2006 included 85 involving theft or loss of nuclear or other radioactive materials, mainly radioactive sources.

In about 75 per cent of the cases, the materials lost or stolen had not been recovered at the time of reporting, it added.

The remaining 49 involved other unauthorized activities, primarily unauthorized disposal of radioactive sources and radioactively contaminated materials and discovery of uncontrolled, or orphan, radioactive materials.

Another 103 incidents were reported in 2006 that occurred in previous years.

Hello Granny,

I do not know why but your Thread posts do not word-wrap to regular webpage width and are about twice as wide as they should be. Making them almost impossible to read as you then have to scroll to a double page width, including each and every line being far too long and disappearing into the right margin.

This basically only happens with your threads and not other posts on FR.

Could you try to find out why and see if someone can help you adjust your posts so they word wrap or zoom to page width? I am not an expert and can only you provide you feed back, not a solution.

Curenntly I am having to copy and paste them into a MSWord file to have what you post appear between normal margins.

I'll go on doing that if you cannot find out what is causing this but it would be so much easier for it appear a single page width wide instead of two pages wide.

Best wishes,

As you can see from my last post, when I post a reply, it is a regular one page width. Incidentally, I am using IE7.xx as my web browser.

The title of your posts are also over one page wide, so this maybe setting the trend/default for the rest.

They are normal on my screen, not wide at all.

I have found that if I read the pings sent to me in the pings folder, they will have wide posts.

Often have to go to the thread to read.

I don't know enough about computers to know what the problem is.

Alternatively, it is this FR created line of links (shown below) at the very top of the page - which appears in one LONG line, not broken up as below - that is setting the default width as it is very long and needs a page break at the margin

Not a problem, test as you need to.

Today, all of the messages and threads that I have read, are normal, one screen wide.

At times, I have had the wide post problem, and it is often in one group from chat, that i get pings too.

I had the same problem sending private messages for years, but when I got Netscape as a browser, that stopped.

If you figure it out, be sure to let me know, there may be others with the same problem, and I am always interested in learning..........

Iraq at Risk of Further Strife, Intelligence Report Warns

http://www.washingtonpost.com/wp-dyn/content/article/2007/02/01/AR2007020101152_pf.html

By Karen DeYoung and Walter Pincus
Washington Post Staff Writers
Friday, February 2, 2007; A01

A long-awaited National Intelligence Estimate on Iraq, presented to President Bush by the intelligence community yesterday, outlines an increasingly perilous situation in which the United States has little control and there is a strong possibility of further deterioration, according to sources familiar with the document.

In a discussion of whether Iraq has reached a state of civil war, the 90-page classified NIE comes to no conclusion and holds out prospects of improvement. But it couches glimmers of optimism in deep uncertainty about whether the Iraqi leaders will be able to transcend sectarian interests and fight against extremists, establish effective national institutions and end rampant corruption.

Maryland health officials have confirmed the presence of the same type
of
botulinum bacteria in 2 infants living on the same street at Fort
Meade,
each of whom was recently diagnosed as having botulism, the Army said
yesterday, 1 Feb 2007.

The 1st case was diagnosed in October 2006, the other in December 2006.
The
children, each of whom was under 6 months of age at the time, live on
Oliver Court, a residential area on the Anne Arundel County Army
post. Both children have been treated and are recovering, according to
a
statement from Fort Meade.

The _Clostridium botulinum_ bacteria found in stool samples from both
infants can be found naturally in some soil as well as in contaminated
food. Finding the same type in both infants is an indication that the
cases
could be related, and further testing may be done, officials
said. "There's interest in 2 cases being close by," said Travis
Edwards, a
Fort Meade spokesman.

In January 2007, Fort Meade authorities used hay to cover soil and keep
down dust at a work site about a quarter of a mile from the childrens'
homes. The investigation is also looking into whether the 2 children
could
have eaten the same food or otherwise been similarly exposed to a
source
for the illness.

Soil at the site is being tested, but results are not available,
Edwards
said. The lot will be sodded and no longer used as a work site. Col.
Kenneth McReedy, the installation commander, has directed that no lots
near
residential areas be used in the future for construction activities,
Edwards said.

[Two cases of infant botulism such as occurred at Fort Meade are
unusual,
and ProMED awaits more information. The toxin type is not mentioned in
the
posting.

In ProMED posting 20070112.0159. Dr. Stephen Arnon outlined the use of
specific antitoxin treatment for infant botulism:

"Human Botulism Immune Globulin (Intravenous) (BIG-IV, BabyBIG) for the
treatment of infant botulism types A and B was licensed on 23 Oct 2003
by
the FDA to the California Department of Health Services (CDHS).
BabyBIG is
a public service orphan drug that is available nationwide (and
internationally by special arrangement) from the Infant Botulism
Treatment
and Prevention Program, CDHS, through its 24/7 telephone number
510-231-7600. Additional information on obtaining BabyBIG, infant
botulism,
diagnostic specimen collection and management may be found at the
IBTPP's
website, http://www.infantbotulism.org

Treatment with BabyBIG is based on clinical findings and should not be
delayed for laboratory confirmation of diagnosis, as early treatment
(within 0-3 days of hospital admission) shortens hospital stay
significantly more than does later (4-7 days) treatment. The results
of
the clinical studies that qualified BIG-IV for licensure were published
in
2006 (Arnon SS, Schechter R, Maslanka SE, et al: Human botulism immune
globulin for the treatment of infant botulism. N Engl J Med 2006;354:
462-71). Treatment with BabyBIG significantly shortened mean hospital
stay
and costs, intensive care unit stay, ventilator time, and iv or tube
feeding time."

Fort George G. Meade, is 5 miles northeast of the city of Laurel,
Maryland.
The fort is named for General George Meade, a Union Army general in the
USA
Civil War. The general location can be found at:

World won't back down from conditions for Hamas gov't

Associated Press, THE JERUSALEM POST Feb. 2, 2007

World powers that met Friday for a strategy session on Middle East
peace will
not back away from the conditions they set for the Hamas-led
Palestinian
government to receive vital overseas financial aid and international
political
recognition, a US spokesman said.

The gathering of would-be peacemakers comes amid renewed fighting
between Hamas
and security forces loyal to the former ruling Fatah Party that has
raised new
alarm about a possible Palestinian civil war.

State Department spokesman Sean McCormack said the United States,
United
Nations, European Union and Russia are expected to reaffirm a strong
statement
they signed a year ago, days after Hamas won a surprise victory in
Palestinian
elections. That statement would require Hamas to renounce violence,
accept
Israel's right to exist, and stand by commitments made by the previous
secular
Palestinian government.

Hamas has refused to meet those terms, leading to a cutoff of direct
international aid and a breakdown of services and order in the
Palestinian
territories. World powers have largely abandoned hope that Hamas
radicals will
drop the anti-Israel positions and are looking for a new approach.

The meeting convened by Secretary of State Condoleezza Rice risked
appearing
irrelevant in light of the internal Palestinian disarray. Any eventual
political
accommodation with Israel would require a Palestinian government
unified and
capable enough to negotiate lasting terms.

McCormack said the internal divisions are issues for the Palestinians
alone to
resolve. The United States is looking for ways to revive peace efforts
partly as
a way to reassure Arab allies that it wants to improve the
Palestinians' plight
and solidify those allies against Iran. Shiite Iran has close ties to
Hamas,
which the West considers a terrorist organization.

Friday's peacemaking session will "try to exploit the possibilities
that we
think are before us now," McCormack told reporters. "There's going to
be a good
bit of discussion about how to coordinate our various practical,
on-the-ground
efforts to improve the situation among the Palestinians in terms of the
ability
to govern and build up institutions."

A goal of the session is to demonstrate tangible support for secular
Palestinian
Authority Chairman Mahmoud Abbas through increased money, training and
other aid
for his Fatah security forces. Abbas is the only senior Palestinian
official the
US and much of the West will engage.

"This is a very important date," German Foreign Minister Frank-Walter
Steinmeier
said before the meeting. He attended the session because Germany
currently holds
the European Union's rotating presidency.

"We are going to send out a signal that the international community is
going to
do everything it can to settle the conflict between Israel and the
Palestinians," Steinmeier said through a translator.

The Bush administration has asked Congress for an additional $86
million (€66
million) for Abbas' forces, although the money would not go to buy
weapons.
European diplomats said their governments are considering a separate
effort to
train and equip Fatah, the party Abbas heads.
