VEVAK learned its methodology from the Soviet KGB and many of the Islamist revolutionaries who supported Ayatollah Ruhollah Khomeini actually studied at Moscow's Patrice Lumumba Friendship University, the Oxford of terrorism. Documented Iranian alumni include the current Supreme Leader (the faqih) Ayatollah Ali Khamenei, under whose Velayat-e Faqih (Rule of the Islamic Jurisprudent) apparatus it has traditionally operated. Its current head is Cabinet Minister Hojatoleslam Gholam-Hussein Mohseni-Ezhei, a graduate of Qom's Haqqani School, noted for its extremist position advocating violence against enemies and strict clerical control of society and government. The Ministry is very well funded and its charge, like that of the Islamic Revolutionary Guards Corps (the Pasdaran) is to guard the revolutionary Islamic Iranian regime at all costs and under all contingencies.
From the KGB playbook, VEVAK learned the art of disinformation. It's not so difficult to learn: tell the truth 80% of the time and lie 20%. Depending on how well a VEVAK agent wants to cover his/her tracks, the ratio may go up to 90/10, but it never drops below the 80/20 mark as such would risk suspicion and possible detection. The regime in Teheran has gone to great lengths to place its agents in locations around the world. Many of these operatives have been educated in the West, including the U.K. and the United States. Iranian government agencies such as embassies, consulates, Islamic cultural centers, and airline offices regularly provide cover for the work of VEVAK agents who dress well and are clean shaven, and move comfortably within our society. In this country, because of the severance of diplomatic relations, the principal site of VEVAK activities begins at the offices of Iran's Permanent Mission to the UN in New York.
Teheran has worked diligently to place its operatives in important think tanks and government agencies in the West. Some of its personnel have been recruited while in prison through torture or more often through bribery, or a combination of both. Others are Islamist revolutionaries that have been set up to look like dissidents - often having been arrested and imprisoned, but released for medical reasons. The clue to detecting the fake dissident is to read carefully what he/she writes, and to ask why this vocal dissident was released from prison when other real dissidents have not been released, indeed have been grievously tortured and executed. Other agents have been placed in this country for over twenty-five years to slowly go through the system and rise to positions of academic prominence due to their knowledge of Farsi and Shia Islam or Islamist fundamentalism.
One of the usual tactics of VEVAK is to co-opt academia to its purposes. Using various forms of bribery, academics are bought to defend the Islamic Republic or slander its enemies. Another method is to assign bright students to train for academic posts as specialists in Iranian or Middle East affairs. Once established, such individuals are often consulted by our government as it tries to get a better idea of how it should deal with Iran. These academics then are in a position to skew the information, suggesting the utility of extended dialogue and negotiation, or the danger and futility of confronting a strong Iran or its proxies such as Hizballah (Hezbollah). These academics serve to shield the regime from an aggressive American or Western policy, and thereby buy more time for the regime to attain its goals, especially in regards to its nuclear weaponry and missile programs.
MOIS likes to use the media, especially electronic media, to its advantage. One of VEVAK's favorite tricks is setting up web sites that look like they are opposition sites but which are actually controlled by the regime. These sites often will be multilingual, including Farsi, German, Arabic French, and English. Some are crafted carefully and are very subtle in how they skew their information (e.g., Iran-Interlink, set up and run by Massoud Khodabandeh and his wife Ann Singleton from Leeds, England); others are less subtle, simply providing the regime's point of view on facts and events in the news (e.g., www.mujahedeen.com or www.mojahedin.ws). This latter group is aimed at the more gullible in our open society and unfortunately such a market exists. However, if one begins to do one's homework, asking careful questions, the material on these fake sites generally does not add up.
Let's examine a few examples of VEVAK's work in the United States. In late October, 2005, VEVAK sent three of its agents to Washington to stage a press event in which the principal Iranian resistance movement, the Mojahedin-e Khalq (MeK), was to be slandered. Veteran VEVAK agent Karim Haqi flew from Amsterdam to Canada where he was joined by VEVAK's Ottawa agents Amir-Hossein Kord Rostami and Mahin (Parvin-Mahrokh) Haji, and the three flew from Toronto to Washington. Fortunately the resistance had been tracking these three, informed the FBI of their presence in Washington, and when the three tried to hold a press conference, the resistance had people assigned to ask pointed questions of them so that they ended the interview prematurely and fled back to Canada.
Abolghasem Bayyenet is a member of the Iranian government. He serves as a trade expert for the Ministry of Commerce. But his background of study and service in the Foreign Ministry indicates that Bayyenet is more than just an economist or a suave and savvy businessman. In an article published in Global Politician on April 23, 2006, entitled Is Regime Change Possible in Iran?, Bayyenet leads his audience to think that he is a neutral observer, concerned lest the United States make an error in its assessment of Iran similar to the errors of intelligence and judgment that led to our 2003 invasion of Iraq, with its less than successful outcome. However, his carefully crafted bottom line is that the people of Iran are not going to support regime change and that hardliner President Mahmoud Ahmadinejad actually has achieved greater popularity than his predecessors because of his concern for the problems of the poor and his fight for economic and social justice. To the naive, Bayyenet makes Ahmadinejad sound positively saintly. Conveniently overlooked is the occurrence of over four thousand acts of protest, strikes, anti-regime rallies, riots, and even political assassinations by the people of Iran against the government in the year since Ahmadinejad assumed office. So too, the following facts are ignored: the sizeable flight of capital, the increase in unemployment, and the rising two-figure rate of inflation, all within this last year. Bayyenet is a regime apologist, and when one is familiar with the facts, his arguments ring very hollow. However, his English skills are excellent, and so the naОve might be beguiled by his commentary.
Mohsen Sazegara is VEVAK's reformed revolutionary. A student supporter of Khomeini before the 1979 revolution, Sazegara joined the imam on his return from exile and served in the government for a decade before supposedly growing disillusioned.
He formed several reformist newspapers but ran afoul of the hardliners in 2003 and was arrested and imprisoned by VEVAK. Following hunger strikes, Sazegara was released for health reasons and permitted to seek treatment abroad. Although critical of the government and particularly of Ahmadinejad and KhameneМ, Sazegara is yet more critical of opposition groups, leaving the impression that he favors internal regime change but sees no one to lead such a movement for the foreseeable future. His bottom line: no one is capable of doing what needs to be done, so we must bide our time. Very slick, but his shadow shows his likely remaining ties to the MOIS.

Investigators doubtful that mysterious Texas truck stop deaths are
linked
Seven truck drivers were found dead in and around San Antonio truck
stops in recent months, but so far investigators do not believe
those deaths were linked.
Some mainstream media had reported that "bad" drugs were to blame
for the rash of deaths. And although drugs were found to be the
cause of death for a couple found dead in their truck, no link has
been found in the other five truckers' deaths.
An official with the medical examiner's office told Land Line
Magazine that toxicology reports indicate that four of the truckers
died from heart problems. These may just be a coincidence, said
Bexar County Chief Toxicologist Rod McCutcheon.
In fact, the case has been closed in the suspicious deaths of two
truckers found at a Petro Stopping Center on Ackerman Road on Nov.
1, 2006, after toxicology reports confirmed that Harry Ackroyd, 35,
and his common-law wife, Michelle (McLean) Ackroyd, 32,
died "accidentally of methamphetamine intoxication," according to
Wanda Austin of the Bexar County Medical Examiner's Office.
No further investigation into the Ackroyds' deaths is planned, Bexar
County Public Information Officer Joe Rios said.
"As the autopsies come back they close out each case," he
said. "In the Ackroyds' case, it was `cleared by exception,' meaning
these people died after ingesting these drugs purposefully."
Rios said unfortunately, he sees this happen in a profession where
drivers try to push themselves too far in order to meet their
deadlines.
"Instead of driving eight hours and sleeping for eight hours, some
will try to drive 24 hours straight to make their runs," he
said. "It's sad."
Rios said that although a man was questioned in connection with the
possibility of laced drugs being sold in and around San Antonio
truck stops, he said the man was found not to have any knowledge of
the case and was later released. No one else has been taken in for
questioning in the case and Rios said no plans currently exist to
further investigate who may have sold methamphetamine to the
Ackroyds.
Austin said it may be a few more weeks before the toxicology report
is available in the case of the most recent trucker found dead at a
San Antonio truck stop, which could possibly link three of the
deaths. Byron Gonzalez, 42, was found dead in his truck on Nov. 23,
2006, at the same Petro where the Ackroyds' bodies were discovered
earlier in the month.
In recent months, the bodies of four other truckers were found in
and around San Antonio truck stops. Autopsy reports in all four of
these cases attributed their deaths to heart-related conditions and
toxicology reports showed no traces of drugs, including
methamphetamine, according to Austin. In most of the cases, tests
were done to see if carbon monoxide was present in the blood. In
those tested, all came back negative for carbon monoxide poisoning,
she said.
Chief Toxicologist McCutcheon said he couldn't talk about the
specifics involved in the recent cases, but he said comprehensive
toxicology reports are conducted every time a body is brought in
because of an "unexpected death" or when there is no apparent
or "official" cause of death.
"Routinely, we do a comprehensive evaluation in these cases to see
if any drugs are present," McCutcheon said. "Methamphetamine is one
of the drugs we would be able to detect through this process if the
drug is present in significant concentrations. Routine blood
analysis is done on all bodies that have no known initial cause of
death."
When questioned as to whether there has been a noticeable increase
in accidental deaths because of methamphetamine intoxication in the
San Antonio area in recent months, Rios said he didn't know, because
accidental deaths aren't something his department is required by the
FBI Uniform Crime Reporting program to track.
McCutcheon said he couldn't provide statistics on the number of
accidental deaths caused by methamphetamine intoxication in Bexar
County in recent months, but said he has seen more accidental deaths
attributed to overdoses of cocaine and heroin, rather than
methamphetamine overdoses.

Notorious Fuqra Cell Member Denied Parole
The Incarceration of Edward Flinton, Part II
Back in April of 2006, I wrote a post about Edward Flinton, one of the most notorious members of Jamaat ul-Fuqra, who is now incarcerated in Colorado. Flinton is in prison for conspiracy to murder Phoenix imam Dr. Rashad Khalifa. Flinton had been a member of a terrorist cell called "the Muhammad Commandos of Sector 5" and was based at Fuqra's Trout Creek Pass compound near Buena Vista, CO. The cell had been involved in multiple bombing plots, some of which were actually carried out, along with surveillance of infrastructure and military targets, white collar criminal activities, and terrorist training. The investigation of this cell involved over 50 investigative and law enforcement entities. The discovery of their storage locker, which included plans, bombmaking materials, weapons and other related items broke the case wide open.
Flinton and others went on the lam for several years, hiding out at Fuqra safehouses in other states. He fled to VA and SC, where he was eventually arrested. Fuqra leaders had hoped to smuggle him to Pakistan, but alas, they were unsuccessful.
As I noted in my previous post, Flinton became eligible for parole just last month, December 18th, actually. Through a search on the CO Department of Corrections website, I found that the Parole Board was scheduled for a visit to Flinton's facility, the Delta Correctional Center, on Thursday, the 21st. I contacted the prison and was informed that Flinton indeed met with the parole board and was denied. He will meet with them again in December 2007, but it is unlikely he will be granted parole then either.
The facility in which Flinton is serving is a Level 1, or minimum security, facility. The atmosphere is not unlike a college campus and his accomodations similar to a dorm room. There is a mixture of inmates from various religions, including Islam, at the facility and they are free to practice their faith. However, there is no Muslim chaplain or imam located at the facility. An inmate is usually designated by the state's corrections imam to lead activities there.
Flinton, now 61, had previously been in a more secure prison, but through "good behavior" earned his way into this one. Flinton does have a job that he reports to, but it is onsite at the facility. Inmates can earn 10 days per month off their sentence on "good behavior", but are required to serve at least 75% of their sentence. As it currently stands, his current estimated release date is June 2015.

Fuqra Compound: Colorado
As I said previously, there was a massive investigation of the Fuqra group's activities in Colorado which led to several convictions and also involved a raid on their mountain training facility, known as the Trout Creek Pass compound, near Buena Vista, CO. One might assume they've moved on from this compound since, but I don't know. Either way, this post will provide some information about it and may be indicative of their other properties elsewhere.
Excerpts from the previously mentioned report from the National White Collar Crime Center
"The search of the Trout Creek Pass compound began at sunrise on October 8, 1992. Safe houses in the Colorado Springs area and in Williamsport, Pennsylvania were searched simultaneously."
"The Trout Creek Pass compound contained numerous mine shafts, one of which contained assault weapons, 40,000 rounds of ammunition, and survival gear. It also housed a number of women and children."
"The investigator noted that all of the children in the compound were home-schooled and received early training to prepare them for terrorist activity in later years. The current whereabouts of these children, now young adults, is unknown."
From the photo, I could tell the compound was on a wooded slope. I found an article from 2002 this morning that gave some additional details. The compound was located about 12 miles east of Buena Vista near Trout Creek Pass at an altitude of between 9,000-10,000 feet. It lacked electricity or plumbing. Several mine shafts were located on the property.
Using this information, I've found the general area. I'm not sure of the exact location, but I think I'm pretty close. Here is a topo map of the ridge near Trout Creek. Several mines can be seen. Here is a color satellite view from Google Maps, however not much detail can be seen. The area located in the center of this picture from MSN Virtual Earth is where my guess would be. Some cleared areas, trails, and structures can be identified. Like I said, just my guess.
UPDATE: I forgot to mention, that 2002 Rocky Mountain News article that is linked above had some disturbing details about Fuqra's founder Sheikh Jilani. It said that he had been to Colorado and had himself owned some property in Buena Vista. It also mentioned this from one of the investigators of the Colorado case...
"Jilani, Fenger said, attended a December 1993 meeting in Sudan that included members of Hezbollah, Hamas and Islamic Jihad.
" 'I know Jilani was there,' said Fenger, 'and there was a huge group of Somalis,' a group among whom there are many bin Laden supporters."

Fuqra Compound: Baladullah, CA
So far, I've posted some background information on Jemaat ul-Fuqra and have detailed known compounds that they have occupied, namely Red House, VA and Buena Vista, CO; this post will have some info about a compound in Baladullah, CA.
A thread on FreeRepublic follows a news story that was done by KFSN ABC30 in Fresno back in Nov. 2001. I contacted the news director of the station, but was unable to get a transcript of the story and the video is no longer available, but the above thread had some additional information. Here's a number of other "Freeper" threads that discuss Fuqra along with their connections to the Beltway snipers.
Another local station, ABC7 Los Angeles did a story in Jan. 2002 and I was able to find it through the Internet Archive. See that story - here. There may have been a follow-up to this, but I only located Part 1.
According to the ABC7 story, the 440-acre compound housed 300 residents, mobile homes, and a community center - oh yeah, and also a firing range, an airstrip, and get this...wait for it...a U-Haul dealership. How convenient. Need a vehicle to drive your explosives around in? Why not just own the rental place? Geez.
The story quotes Jilani and he mentions other locations of their organization including Connecticut, which I've not seen mentioned elsewhere.
Apparently, there were some legal troubles for the Baladullah group involving state money and the Islamic charter schools they were setting up. I'm sure there's lots more on that, but I haven't gotten into those details. The ABC7 story also discusses their links to individuals involved in criminal activities.
UPDATE: Here is Part 2 of the ABC7 investigation that talks about the group receiving state money for charter schools.
Supposedly the compound is all but abandoned, but that can't be confirmed. Since I've not been able to find an exact location for this place, I couldn't do any reverse address searches.
Following this post, using the list of suspected locations of JF I posted previously, I will attempt to identify those additional compounds that may now be active, but which may be relatively unknown to the general public.
UPDATE: Per the Connecticut mention - Could this be related?
UPDATE: This is very new news and I wonder if these men have any link to the Fuqra group. Four men, one Pakistani national and three African-Americans, all Muslim converts are awaiting trial for plotting terror in California. At least one of them converted to Islam in prison, a known recruitment tactic of JF. Also, one of them, is allegedly the founder of a radical group known as Jamiyyat Ul-Islam Is-Saheeh. "Jamiyyat Ul-Islam" is very similar to "Jemaat ul-Fuqra". Maybe we will learn something from this trial. Read the story - here. (I fixed the link)

September 11th captured our attention. Prior to that, few in the West had taken serious notice of the extent and virulence of Islamic terrorism. It is both brutal and enduring.
The name of this project was inspired by The Clash of Civilizations and The Remaking of World Order by Samuel P. Huntington (available at Amazon). The following quote is from an earlier article, The Clash of Civilizations? in Foreigns Affairs from the summer issue of 1993:
The interactions between civilizations vary greatly in the extent to which they are likely to be characterized by violence. Economic competition clearly predominates between the American and European subcivilizations of the West and between both of them and Japan. On the Eurasian continent, however, the proliferation of ethnic conflict, epitomized at the extreme in ethnic cleansing, has not been totally random. It has been most frequent and most violent between groups belonging to different civilizations. In Eurasia the great historic fault lines between civilizations are once more aflame. This is particularly true along the boundaries of the crescent-shaped Islamic bloc of nations from the bulge of Africa to central Asia. Violence also occurs between Muslims, on the one hand, and Orthodox Serbs in the Balkans, Jews in Israel, Hindus in India, Buddhists in Burma and Catholics in the Philippines. Islam has bloody borders.
The goal here is to represent graphically the geography and the intensity of the violence on these bloody borders.
For decades before the Fall of 2001 Islamists terrorized their neighbors. However, the Bloody Borders Project is concerned solely with the violence since 9-11.

Seeing the worldwide sweep of the Islamist enterprise makes it evident that the attacks on the United States, despite their unprecedented horror, were but a minuscule piece of the enormous mosaic of Salafist terror. The terror masters have established their first beachheads in the West more so in Western Europe than the United States but their murderous ideology had long since become a way of life in many other parts of the world.
Looking at the these maps helps to broaden the view of anyone accustomed only to mainstream media reports of terror attacks. The violence in Iraq, Afghanistan, and Israel is very clear Iraq has the highest concentration of terror since late 2003 but much of the rest of the world endures a quotidian brutality that is scarcely mentioned in the Western press.
Particularly notable are Algeria in which the violence is Muslim-on-Muslim the Caucasus, southern Thailand, the Philippines, and India, particularly the state of Jammu and Kashmir. Islamists were terrorizing these places before September 11th, and their killing of apostates and infidels will continue. Even if the Coalition withdraws completely from Iraq and Afghanistan, and the Jews are driven into the sea, the slaughter will not cease.
The goal of the Salafists those who espouse the extreme fundamentalist form of Islam is nothing less than the ascendance of Islam worldwide, and the re-establishment of the Caliphate to rule over the Umma, which is the collective body of the faithful along with their slaves and vassals.

Sir, Senator Joe Biden ("Opponents of a new Kosovo must be stopped",
January 3) proposes recognising independence without sovereignty
(because it is not ready) for Kosovo, currently a province of Serbia,
under United Nations administration.
He believes this "could yield a victory for Muslim democracy" and
provide a "much-needed example of a successful US-Muslim partnership".
The impediments to this outcome are "extremists" in Belgrade and Moscow
who will "conspire" to prevent Kosovo's independence.
For anyone following the situation, it is difficult to agree that
extremists are in power in Serbia. Since the democratic revolution that
overthrew Slobodan Milosevic, Serbia has been radically transformed
economically, politically and has had major achievements in the
strengthening of human and minority rights.
It has had several elections that have produced governments that are
committed to European and Atlantic integration. It has offered the
highest possible autonomy for Kosovo within Serbia in the negotiations
on its future status. Surely, this is not extremism.
The truth of the matter is that Kosovo has a dismal record regarding
basic security, the rule of law and respect for property and human
rights for non-Albanians. Democracy should be universal and not ethnic,
nor based on religion. Should the threat of violence be rewarded by a
quick move to independence or is Kosovo just a propaganda tool for the
Muslim world as Senator Biden seems to suggest?
Serbia expects that the principles of international law and the UN
Charter should be adhered to. It does not believe that a democratic
nation should be dismembered. It has stated so publicly. Surely, this
is
not conspiracy.

An Iraqi insurgent propaganda video, containing what is
described as a Christmas message from a U.S. soldier taped just before he was
killed, appeared on dozens of Web sites and on the al Jazeera network.
But a lot about the video does not add up, including the fact that ABC
News found the supposedly dead soldier is "alive and well" and present
for duty, according to a U.S. Army spokesman at Fort Campbell, Ky.
"There are a whole bunch of lies on that tape," said Lt. Col. Ed Loomis
at Fort Campbell. "It is nothing but a total fabrication."
A producer at al Jazeera said it would change its description of the
video after learning from ABC News that the soldier was not dead.
The tape begins in dramatic form with the title "Lee's Life for Lies."

It is supposedly a Christmas greeting from a U.S. soldier, Specialist
Lee Kimball Tucker, sent to his family in Florida before he was killed.
First there are scenes of Tucker celebrating his birthday with his
buddies.
Then a cut to an attack on a U.S. Army humvee and its aftermath.
An insurgent narrator says the insurgents found a computer flash drive
in the wreckage that belonged to Tucker and purports to play it.
A voice says, "Dear Mom and Dad, I'm so glad I could send you my third
Christmas greetings letter."
Lt. Col. Loomis told ABC News that while the pictures appear to be
authentic, it was a case of Tucker's identity being stolen in Iraq.
The voice identified as Tucker says he and his fellow soldiers became
violent and reckless searching for insurgents.
"The crimes by our soldiers during break-ins started to merge, such as
burglary, harassment, raping and random manslaughter," says the voice.
"Why are we even here? The people hate us."
Laura Mansfield, an Arabic language analyst at Strategic Translations,
said this is a new trick in the jihadists' propaganda campaign.
"This is part of a very shrewd campaign to reach a U.S. audience,
soldiers and voters," she said. "It is in English and forgives most soldiers
and Americans, calling on them to help end the war."
Also on the tape is a description, supposedly from Tucker, of how
soldiers buy their way out of dangerous night patrols and gun turret duty
with cash and drugs.
"The marijuana-rolled cigarettes are the rare currency capable of
buying or changing anything. The drugs goes all around here," says the
voice.
And it ends with a final denunciation of U.S. leaders and policy.
"What we are doing here is so disgraceful; our acts are shameful," says
the voice. He then signs off, "Specialist Lee Kimball Tucker."
All very powerful from a dead soldier, except for the fact that Lee
Kimball Tucker is not dead.
His family says he returned from Iraq in May and was with them over the
holidays so he would not have been sending any messages home.
There will be an internal investigation at Fort Campbell to determine
how the insurgents got a hold of the home video of the soldiers, and
Fort Campbell officials are urging all soldiers to take further
precautions against identity theft.
Tucker's mother Pam of Fort Worth, Texas, told ABC News that Tucker is
not anti-war and that he could be returning to Iraq later this year.

U.S. IDs FIRMS HELPING IRAN, SYRIA WMD
WASHINGTON [MENL] -- The United States has identified and sanctioned companies deemed to have aided the missile and weapons of mass destruction programs of Iran and Syria.
Officials said 24 companies and entities were identified as being suppliers to the military programs of Iran and Syria. They said many of them were based in China, North Korea and Russia.
Among the entities sanctioned by the Bush administration were three Chinese companies, three Russian firms and a North Korean company. Officials said the sanctions -- not yet formally announced -- were imposed under the Iran and Syria Nonproliferation Act in 2005, designed to bolster sanctions on entities that help the missile and WMD programs of either Damascus and Teheran.
China and North Korea have helped Syria in the production of the Scud D medium-range missile, officials said. They said China has been advising Syria on the development of a solid-fuel missile engine.

Bahrain: Investcorp buys another US mall

Bahrain-based Investcorp, the global investment group whose real estate team is based in New York, has aquired a further mall in the US taking its total spend on retail shopping in the states to $1 billion for 2006.
It has bought Southland Mall, a regional shopping centre based in Miami-Dade County, Florida, but declined to disclose the financial details of the transaction.
Situated on a 76-acre site at the intersection of South Dixie Highway and the Florida Turnpike in Cutler Bay, Florida, Southland Mall is approximately 15 miles south of downtown Miami.
The property encompasses 986,514 square feet of retail space, consisting of an enclosed mall totaling 832,073 square feet and an adjacent exterior space and outparcels totaling 154,441 square feet.
Of the 986,514 square feet, 622,467 square feet is owned by Investcorp, with the balance consisting of retailer-owned Macy's and Sears department stores that operate on-site under a reciprocal easement agreement.
Brad Seiden, a Principal at Investcorp, said, "Our purchase of Southland Mall represents an exciting opportunity for Investcorp to further capitalize on ongoing growth trends in Florida, and particularly in Miami-Dade County, which is projected to add more new residents over the next ten years than any other county in the state, and has high barriers to entry for regional shopping malls."

Russia Lashes Out at US Sanctions

Moscow (CNSNews.com) - Russia has reacted angrily to the U.S. decision to impose sanctions against two Russian state-owned arms makers and an exporter for transferring dangerous technologies to Iran and Syria.
The foreign ministry called the move "an illegal attempt to apply its internal legislation on foreign companies and force them to abide by the U.S. rules." Defense Minister Sergei Ivanov denied Russian entities had breached Moscow's commitments on the non-proliferation of weapons of mass destruction and missile technology.
The Russian companies targeted along with Chinese and North Korean ones stand accused of providing Tehran and Damascus with equipment or technology "having the potential to make a material contribution to the development of weapons of mass destruction or cruise or ballistic missile systems."
The Russian entities are Rosoboronexport - one of the world's biggest weapons exporters - and two other companies producing military goods, Tula Instrument Manufacturing Design Bureau and Kolomna Design Bureau.
An entry in the Federal Register, the Iran and Syria Non-Proliferation Act sanctions, which affect a total of 24 companies, would remain in place for two years unless the secretary of state lifts them earlier. U.S. firms will not be permitted to work with the listed companies.
Rosoboronexport recently won control of another Russian firm which is an important supplier of titanium parts to Boeing Corp. It remains unclear how the sanctions may affect those supplies.
A report released last October by the Congressional Research Service (CRS) puts Russia at the lead among nations setting conventional arms to developing countries. It said that during 2005, Russia had concluded agreements worth $7 billion or 23.2 percent of all deals sealed with developing countries. The report put France in second place, with $6.3 billion, or 21 percent, and the U.S. in third with $6.2 billion or 20.5 percent.
The CRS report said Russia's state arms industry had experienced a revival since the Soviet collapse in 1991 and named China, India and Iran as major customers of Russian weapons.

SRINAGAR, India: A suspected Islamic militant gunned down a police
chief
after posing as a Muslim woman hidden behind a veil in
Indian-controlled
Kashmir
on Saturday, an official said.
The brazen attack that killed Pampore police chief Manzoor Ahmed set
off a
gunbattle that also left a civilian dead and two constables wounded,
said
police officer Hemant Lohia.
The attacker donned the veil in order to get close to Ahmed, who was on
foot
patrol at the time of the shooting, Lohia said.
The assailant was able to flee the scene, 20 kilometers (12 miles)
south of
Srinagar, the summer capital of India's Jammu-Kashmir state.
Ahmed was rushed to a nearby hospital where he was later pronounced
dead,
Lohia said. The condition of one of the wounded constables was listed
as
serious.
Lashkar-e-Tayyaba, a militant group based in Pakistan's portion of
Kashmir,
claimed responsibility for the attack in a telephone call to a
Srinagar-based
news agency, the Current News Service.
Abdullah Gaznavi, who identified himself as a spokesman for Lashkar,
said
Ahmed's killing was in revenge for his involvement in the deaths of
many
Lashkar
guerrillas.
More than a dozen Islamic rebel groups have been fighting security
forces
in
India's portion of Kashmir since 1989 for the region's independence, or
its
merger with mostly Muslim Pakistan.

BEIRUT, Jan 7, 2007 (AFP) - The head of the anti-Syrian
parliamentary majority in Lebanon on Sunday accused the Shiite
Hezbollah party, which heads the opposition, of trying to
sabotage the January 25 international conference in Paris.
"It is very regrettable that Hezbollah, through its political
leadership, media and finances... should spearhead attacks
against the Paris conference," Saad Hariri said in a statement.
"The conference has become a target for political sabotage from
within (Lebanon)... led and planned by those who should support
it and ensure its success," he added.
"This attack will not hit the government but will instead harm
economic stability and the standard of living of the Lebanese
people," Hariri warned.
On Thursday the government approved an economic reform plan to
present to the so-called Paris III international aid conference
aimed at revitalizing Lebanon's devastated economy following the
34-day war last summer between Israel and Hezbollah.
The meeting, aimed at stimulating growth and encouraging
investment, is supported by the United States, the European Union
and the United Nations.
But the Hezbollah-led opposition has seized upon the cost of the
social reforms proposed by Prime Minister Fuad Siniora's
administration as its new rallying cry ahead of Paris III.
"There couldn't possibly be reforms before a government of
national unity is formed, since those monopolising power are
themselves responsible for the economic crisis," Hezbollah said
in a statement.
Opposition protesters, who include Christian followers of former
general Michel Aoun, have besieged the government's offices in
central Beirut since December 1 last year in a bid to bring down
the Siniora administration.
They want the right of veto in a unity government, a demand
rejected by the anti-Syrian parliamentary majority which was
elected in 2005.
The opposition considers that the Siniora cabinet lost its
legitimacy after six pro-Syrian ministers, five of them Shiite,
resigned last November.
The opposition now includes Ghassan Ghosn, head of the
200,000-member Federation of Labour Unions (CGTL), who has called
for a CGTL sit-in outside the finance ministry on Tuesday in
protest at "hikes in direct and indirect taxes" under the Siniora
plan.
Siniora's reforms aim to encourage growth and investment through
social measures, financial changes such as raising value-added
tax from 10 to 12 percent and privatising the mobile phone and
electricity sectors.
In return, Lebanon hopes to obtain financial aid and a
rescheduling of its public debt currently running at 41 billion
dollars -- or 200 percent of gross domestic product.

WASHINGTON, DC, United States (UPI) -- Newly obtained intelligence
reports
indicate Iran is increasing its efforts to destabilize Iraq just as
President George W. Bush is reviewing his policy options.
While Bush is looking at changing key military and political personnel
and
is considering deploying 20,000 to 40,000 additional U.S. troops in a
last-ditch effort to try and impose security in the chaos that Iraq has
become, new intelligence reveals Iran may have other plans.
'Al-Quds Force of Iran`s Islamic Revolutionary Guards is stepping up
terrorism and encouraging sectarian violence in Iraq,' says Alireza
Jafarzadeh, president of Strategic Policy Consulting in Washington, an
Iranian dissident who keeps close contact with the Mujahedin-e-Khalq,
or
MeK.
It was Jafarzadeh who first revealed the existence of the Islamic
Republic`s
clandestine nuclear sites in Natanz and Arak in August 2002.
'There is a sharp surge in Iran`s sponsorship of terrorism and
sectarian
violence in the past few months,' said Jafarzadeh at a conference
organized
by the Iran Policy Committee, a lobby group pushing to get the MeK off
the
State Department`s terrorist list.
Retired U.S. Air Force General Thomas McInerney, an IPC member, said
Jafarzadeh`s presentation was 'powerful evidence' that Iran has become
the
primary killer of U.S. forces in Iraq.
The spike in terror activities in Iraq according to Jafarzadeh is the
work
of the al-Quds Force, which the Iranian dissident calls 'the deadliest
force' within the Revolutionary Guards. Al-Quds Force is responsible
for
what they call 'extra-territorial activities,' which Jafarzadeh says is
a
euphemism for terrorism.
'Nothing but terrorism,' says Jafarzadeh. 'All they do is terrorism.
This
deadly force has been heavily involved in Iraq.'
Al-Quds Force is headquartered in the building that once used to house
the
U.S. Embassy in Tehran and where American diplomats were held captive
for
444 days shortly after the Islamic revolution overthrew the Shah in
1979. It
is from here, according to MeK sources, that al-Quds Force directs all
its
activities in Iraq.
They secretly build improvised explosive devises, or IEDs, train,
finance
and arm an extensive terrorist network in Iraq, says Jafarzadeh.
'Iran`s
goal is to create insecurity in Iraq and compel the coalition forces to
leave in order to establish an Islamic Republic in Iraq.'
This vast Iranian terrorist network is commanded by a brigadier-general
by
the name of Abtahi, who formerly served in Lebanon. Abtahi is based in
the
Fajr Base in Ahwaz, in southwestern Iran. He is aided by a number of
senior
commanders, according to Jafarzadeh.
'Iran has been heavily involved, to say the least, in Iraq;
destabilizing
the situation there, sending arms, ammunition, intelligence agents,
providing training since 2003, not to mention the more than two decades
of
opportunity the ayatollahs had to network,' he said.
Al-Quds Force (which means Jerusalem Force) has established a command
and
control center in Iraq from where it runs its terror network. The Iraq
network is under the command of Jamal Jaafar Mohammad Ali Ebrahimi, who
is
also known as Mehdi Mohandes.
According to the MeK, Mohandes was responsible for planning the bombing
of
the U.S. and the U.K. embassies in Kuwait in the 1980s.
Interpol placed Mohandes on its wanted list in 1984. He has not
traveled
outside Iran since. Ebrahimi is considered a veteran and senior officer
of
the Revolutionary Guards. He has completed the command curriculum at
the
Islamic Revolutionary Guard Corps` Imam Hossein University, and is
currently
on the payroll of al-Quds Force.
The new terror network established in Iraq, still according to
Jafarzadeh,
was named 'Hezbollah,' after Lebanon`s own Shiite movement with which
Mohandes, aka Ebrahimi, is allegedly in contact. The network is
operational
in Basra, in the south, and in the capital, Baghdad.
Members of the outfit undergo military and 'terrorist' training in
Basra.
Their arms and munitions are smuggled to Basra through the Shalamche
border
passage.
Sustaining such a large-scale terror network demands huge sums of
money.
According to MeK sources, Abtahi, the brigadier-general, 'sends
millions and
millions of dollars from Ahwaz into Iraq every month.' The money is
transported to Iraq by a special courier who picks up the funds in
Ahwaz and
carries them across the Shalamche border where 'affiliate' border
guards
whisk him through.
Gen. McInerne urged George Bush to confront Iran`s role directly if he
wants
to stabilize Iraq.
'Just sending more troops to Iraq doesn`t solve the problem unless you
attack this problem (of Iran`s involvement),' McInerney said. 'And it
must
be attacked in a covert way in Iran. We`re going against a very
formidable
enemy that thinks we will not respond.'
President Bush`s intended surge in Iraq may be too little, too late in
addressing a situation that requires major surgery rather than a
band-aid.
It is comparable to what one observer termed 'the good doctor theory.'
That
is when the patient is terminally ill and no amount of medicine or
medical
intervention will cure him, but the good doctor feels compelled to
administer drugs to the patient just to feel he is doing something.

War with Iran is imminent

In addition to moving additional military forces into the region, President Bush is putting into place a new political and military command team, all in preparation for an expanded war in the Middle East.
We have already noted that the USS John C. Stennis (CVN 74) aircraft carrier battle group is heading to the Persian Gulf to join the USS Dwight D. Eisenhower (CVN 69) aircraft carrier battle group currently on station there.
Additionally, the USS Boxer (LHD 4) amphibious assault ship, the flagship of the Boxer Expeditionary Strike Group, is on station in the Persian Gulf. On January 4, 2007, the USS Bataan (LHD 5), the command ship of the Bataan Expeditionary Strike Group, departed from Norfolk, Va., headed for forward deployment. Typically, we would expect the USS Bataan to replace the USS Boxer in normal rotation. Even if that is the destination of the USS Bataan, we would have two amphibious strike forces in the Gulf as the rotation is completed.

Along with each carrier attack group comes a fleet of 12 ships, including two guided missile-cruisers, generally Ticonderoga-class, two guided missile destroyers, generally Arleigh Burke-class, and an attack submarine that is usually Los Angeles-class.
U.S. Admiral William J. Fallon, head of U.S. Pacific Command is taking over as the top commander of U.S. forces in the Middle East, following the retirement of Gen. John Abizaid. The transition of command from the Army to the Navy should be noted, especially with this much naval power concentrating in the Gulf. We should also note that Admiral Fallon has command experience in the 1991 Gulf War, where he commanded the Carrier Air Wing Eight on the USS Theodore Roosevelt during Operation Desert Storm. In 1995, he was the Commander of the U.S. Sixth Fleet battle force supporting NATO's Operation Deliberate Force in Bosnia. He is considered one of the Navy's top commanders in combined forces operations and an expert in amphibious landings.
Quietly, the Bush administration is changing the entire command structure in the Middle East. The U.S. top commander in Iraq, Gen. George Casey is being replaced by Gen. David Petraeus. During Operation Iraqi Freedom, Gen.Petraeus commanded the famed 101st Airborne Division (Air Assault), leading the ''Screaming Eagles'' in combat. Following that, he commanded the Multi-National Security Transition Command in Iraq, assuming responsibility for training Iraqi forces. Petraeus is on record supporting a five-brigade expansion of U.S. forces in Iraq, in direct contrast to Gen. Casey, who expressed skepticism that increasing U.S. troop levels in Iraq would help stabilize the country. The political deck shuffling also reflects a Bush administration decision to expand the war in the Middle East.
Immediately following the Republican Party electoral defeat in Nov. 2006, Bush announced that Robert Gates would be nominated to replace Donald Rumsfeld as Secretary of Defense. In 1987, Gates withdrew his nomination to become Director of the CIA because of a controversy that had developed concerning his role in the Iran-Contra affair.
Credentials in the Iran-Contra affair seem right now to be a plus in the White House. John Negroponte is being moved from Director of National Intelligence to being the top deputy at the State Department to Condoleezza Rice. During Iran-Contra, Negroponte was U.S. ambassador to Honduras, where he encouraged the expansion of U.S. military and intelligence presence in Central America. Replacing Negroponte as Director of National Intelligence is Admiral Mike McConnell, who served as the intelligence officer of the Joint Chiefs during Operation Desert Storm.
Maybe the best way to understand the Iraq Study Group (ISG) is that it was only Round One, George H. W. Bush's attempt to get his old team together to convince his son to abandon Iraq. The ISG included both James Baker III, Reagan's chief of staff who advised that Iran-Contra could well be illegal and might lead to impeachment, as well as Edwin Meese, who as Reagan's attorney general lead what amounted to a whitewash internal investigation of Iran-Contra. Baker typically represents the Council on Foreign Relations line on the Middle East protect the oil, use military sparingly, and abandon Israel to Arab oil interests whenever possible. With this approach having been rejected by George W. Bush, the next alternative, Round Two, was for George H. W. Bush to bring in key hawks from the Iran-Contra days, to implement his son's expansion of the war.
Much of the plan for an Iraq surge in force seems to originate from Frederick Kagan of the American Enterprise Institute, whose report, ''A Plan for Success in Iraq,'' has been joined by retired Gen. Jack Keane. Kagan is a military historian who has taught at West Point. Gen. Keane was a career Army paratrooper (featured in Tom Clancy's book, ''Airborne''), who rose to being vice chief of staff of the Army.
Notably, one AEI expert on Iran who is not being consulted by the Bush administration is Michael Ledeen, whose Iran-Contra credentials are also quite strong. Ledeen has continuously argued that we could produce peaceful change in Iran, if only the Bush administration would define regime-change as our policy in Iran and the State Department would release the millions Congress has allocated to support non-governmental organizations around the world who would work toward the regime-change objective.
If President Bush were truly to follow Ronald Reagan's example with the ex-Soviet Union, he would support Michael Ledeen's objectives, while stepping up military pressure in the region. I continue to press for implementing Michael Ledeen's strategy of creating Ukraine-like peaceful change from within Iran, although truthfully I fear the window for that happening may have passed.
President Bush may feel he has no alternative but to push military options in the Middle East. Following the Iraq Study Group's advice and staging a military withdrawal from Iraq could well support a Democratic effort in Congress to investigate the Iraq War as a prelude to impeachment. We should also note that Harriet Miers has resigned as White House counsel, setting the stage for Bush to bring in a lawyer with heavy duty Washington credentials in fending off hostile investigations.
Also somewhat cornered right now is Ehud Olmert, Israel's prime minister. Olmert, like Bush, is experiencing a level of low public opinion that typically precedes removal from office. Olmert has consistently lost public favor by following the White House ''roadmap to peace,'' which has involved an old James Baker plan calling for Israel to cede territory to the Palestinians in exchange for peace. Condi Rice, a James Baker protégé, has gotten nowhere following this plan for two years, only to see Hamas control the Palestinian Authority and launch rockets back on Israel from the newly-returned Gaza Strip. Former Prime Minister Benjamin Netanyahu, a strong opponent of the Ahmadinejad regime in Iran, and the Likud Party would welcome a vote of no-confidence in the Knesset and a call for new elections.
Ahmadinejad himself is the third leader in this drama who may well be on a short leash. Having just lost a round of local elections throughout Iran, Ahmadinejad finds himself facing once again student protests in the street. Ahmadinejad has pursued nuclear weapons and funding terrorist groups including Hezbollah and now also Hamas, rather than keeping his campaign promise to return oil wealth to the people of Iran. The Iranian parliament has moved up the date for the presidential election by one year. Now, with Supreme Leader Khamanei dying of cancer, there may soon be a fight in the Assembly of Experts to see if former president Rafsanjani can wrest control away from Ahmadinejad and his spiritual leader Ayatollah Hasbah-Yazdi, a chief adherent of the belief that the Twelfth Imam, the Mahdi, will soon come out of the well from centuries-long occlusion to lead Shi'ite Islam in worldwide triumph.
The one wild card that would change the equation would be an aggressive move by Iran. Should Iran launch a cruise missile at a U.S. Navy ship in the Gulf, we will have war right now. Should an Iranian missile sink a U.S. carrier, the U.S. population would experience another 9/11 moment. At that point, a massive U.S.-led military strike on Iran would become inevitable. Would President Bush provoke Iran to make just such a move? A pre-emptive strike on Iran would never be approved by a Democratic Congress, but U.S. massive retaliation for a serious act of war by Iran would be a totally different matter.
Truthfully, we are already at war with Iran. My concern stems from the realization that the internal politics in Iran may be such that Ahmadinejad cannot allow a massive U.S. military build-up in the region without making some kind of a response. With Iraq's borders as open as is our southern border with Mexico, Iran has now sent into Iraq a sufficient number of terrorists and arms to create a real civil war. Muqtada al-Sadr's Mahdi militia, which featured so prominent in the Shi'ite rejoicing that reduced Saddam's hanging to a partisan event, is an Iran-funded creation. Ahmadinejad cannot afford to see a strengthened U.S. military destroy Muqtada al-Sadr's Mahdi army.
If a broader war breaks out in Iraq, Olmert will certainly face pressure to send the Israel military into the Gaza after Hamas and into Lebanon after Hezbollah. If that happens, it will only be a matter of time before Israel and the U.S. have no choice but to invade Syria. The Iraq war could quickly spin into a regional war, with Israel waiting on the sidelines ready to launch an air and missile strike on Iran that could include tactical nuclear weapons.
With Russia ready to deliver the $1 billion TOR M-1 surface-to-air missile defense system to Iran, military leaders are unwilling to wait too long to attack Iran. Now that Russia and China have invited Iran to join their Shanghai Cooperation Pact, will Russia and China sit by idly should the U.S. look like we are winning a wider regional war in the Middle East? If we get more deeply involved in Iraq, China may have their moment to go after Taiwan once and for all. A broader regional war could easily lead into a third world war, much as World Wars I and II began.
Odds are that we will not enter 2008 with all three of these leaders Bush, Olmert, and Ahmadinejad as heads of state. If President Bush does go the military route in the Middle East, he will bet his presidency on that decision.

Sex-offender stings get thousands of illegals
Experts still concerned U.S. children could become prey to repeat offenders

More than 9,000 sex offenders have been arrested by Immigration and Customs Enforcement officials through a series of stings called Operation Predator in three years of operation, a 2006 Department of Homeland Security Report says. But some experts are wondering if the efforts are enough to protect innocent American children from being preyed on by returning criminal alien sex offenders.
Foreign nationals account for roughly 85 percent of child sex offenders arrested by the operation, which was launched by Homeland Security Secretary Tom Ridge in July 2003, officials say. And as WND previously has reported, authorities also have linked illegal aliens to a wave of gang-rapes across the U.S.
The program was designed to safeguard children from foreign national pedophiles, human traffickers and international sex tourists, and in the first year alone, ICE arrested more than 3,200 child predators in the U.S. who committed forms of child exploitation.
But Deborah Schurman-Kauflin, a researcher of violent crimes and criminal profiler who consults with FBI, state and local police, told WND, "Illegal immigrants who commit sex crimes first cross the U.S. border illegally, then gradually commit worse crimes and are continually released back into society or deported. Those who were deported simply returned illegally again. There is a clear pattern of criminal escalation. From misdemeanors such as assault or DUI, to drug offenses, illegal immigrants who commit sex crimes break U.S. laws repeatedly."

Re-entering the United States after having been deported is a felony punishable by up to 20 years in prison, but many aliens try and do succeed. Schurman-Kauflin estimates nearly 100 percent of deported illegal immigrant sexual offenders will return to the U.S. and molest again.
"Every expert on sex offenders knows that the likelihood of child predators re-offending is extremely high," she told WND. "Child molesters in general assault many victims before they are apprehended. And if they can return through an open border, it is very likely that they would. Why not?"
In fact, ICE reported a twice-deported child molester from Mexico was arrested with 25 pounds of marijuana and eight firearms in his possession in May 2004. "Nicolas Sandoval-Medina" first entered the U.S. illegally in 1996 and was deported to Mexico in July 1997. He later re-entered the country illegally and had sex with a 12-year-old girl in a Des Moines motel room, and was subsequently convicted on two counts of Lascivious Acts with a Child in December 1999. He was also criminally prosecuted for re-entering the country after deportation, a felony, and was deported to Mexico again in July 2000.
In another case, an illegal immigrant from Mexico who attempted to abduct a 7-year-old girl from a laundromat was one of 25 arrested in a sting targeting criminal alien sex offenders in Los Angeles last August. Four of the offenders, two Salvadorans, a Honduran and a Mexican, previously had been deported from the U.S. A fifth man, Alejandro Rodriguez Villegas, 50, convicted of lewd and lascivious acts on a child under 14, also faces criminal charges but remains on the loose.
Immigration officials and Border Patrol agents match criminal records databases with Megan's law directories across the U.S. to apprehend alien sexual predators. However, Americans for Legal Immigration PAC's president, William Gheen, doesn't believe the efforts are enough.
"I think that what ICE is doing is the equivalent of putting a band-aid on a shotgun blast," Gheen told WND. "ICE is attempting to target the worst of the worst illegal aliens when, in fact, we can't just do that," he told WND. "We've got to address illegal immigration holistically. You can't just hope the computers are going to tell you which ones to deport and which ones to not."
He adds that despite some long-needed immigration enforcement efforts, immigration officials may still be doing too little too late while illegal alien child molesters return to prey on more victims.
"Before we start applauding ICE for their scrap enforcement, we need to start thinking about how many American children have already been raped and violated because they failed to do their jobs. Before I start clapping, I want to know where the hell they have been for the last couple of years."
One of the largest hurdles to effective immigration enforcement has been cooperation between local, state and federal police. Last year, officials of the House Judiciary Committee said that U.S. immigration officers and police are not always on the same page. Police do not always inform immigration authorities about arrests of undocumented aliens, and immigration officers are often too late to identify the aliens before they are released on bail.
Jim Kouri, CPP is fifth vice president of the National Association of Chiefs of Police. He says the problems lie with some larger police departments who have leaders with political ideologies that do not promote department policies to turn illegal immigrants over to ICE.
"Some police departments are prohibited from cooperating with ICE or other federal agencies regarding crimes committed by illegal aliens," he told WND. "The problem is that these cities have liberal mayors who appoint liberal police chiefs or those who will implement liberal policies in spite of their personal views. However, there are many more police departments that cooperate with ICE than don't cooperate."
According to a 2006 Department of Homeland Security Report, since January, ICE has trained an additional 40 state and county law enforcement officers as part of the 287(g) program to provide targeted immigration enforcement by state and local authorities. The Immigration and Nationality Act section 287(g) grants local and state jurisdictions the ability to enforce immigration law with proper training and supervision by federal authorities.
In addition, ICE, in partnership with other DHS entities, is now detaining all illegal aliens apprehended along the borders for removal, effectively signaling the end of catch-and-release.
"The best way is to capture them at the bordera proactive approachrather than catching them after they rape or molest a childa reactive approach," Kouri says. "To do that we need to control our borders. Right now they are out of control. When you have Mexican gunmen on U.S. soil chasing away National Guard troops, that should tell you something is very, very wrong."
Below are just a few of the arrests of foreign national sex offenders by U.S. Immigrations and Customs Enforcement since the beginning of Operation Predator in July 2003. Many of the sex offenders had been deported at least once before they returned to molest children again.
* Humberto Gabriel Zamora -- On July 10, 2003, ICE agents in Minnesota arrested Zamora, a Mexican who was living under an alias in Willmar, Minn. He had been convicted of first degree sexual abuse involving a 15-year-old girl in March 2001. He was deported to Mexico in April 2001. He subsequently re-entered the country illegally and moved to Willmar, where he began working under another name.
* 27 child predators arrested in Florida -- On July 24, 2003, ICE agents in Miami arrested 25 men convicted of sexually abusing children and 2 women convicted of child abuse or endangerment. ICE agents had targeted for arrest Bayardo Rafael Chamarro, a Nicaraguan national who was a registered sex offender and who had evaded law enforcement efforts to deport him. As they prepared to arrest him, Chamarro was caught groping a 12-year-old girl in a Sears department store. He was subsequently charged with lewd and lascivious molestation on a child under the age of 16. Chamarro had been charged previously with similar crimes against minors and was a registered sex offender under Megans Law.
* 50 alien child predators arrested in Maryland -- On August 13, 2003, ICE agents in Baltimore announced the arrest of 50 aliens who had been convicted of sexual offenses involving minors, but had evaded deportation. Among those arrested were a summer camp employee convicted of molesting three pre-pubescent sisters.
* 13 alien child predators arrested in Colorado -- On September 13, 2003, ICE agents in Denver announced the arrest of 13 aliens who had been convicted of sexual offenses against minors, but had subsequently evaded deportation. Among those arrested was Pedro Gutierrez-Lozano, a Mexican national convicted in 1999 of 2nd degree sexual assault on a mentally impaired minor. Gutierrez was deported to Mexico in 2000 after serving his 180-day jail sentence. He returned to the United States illegally and began living in Colorado until his arrest by ICE agents.
* Ramon Amador -- On September 13, 2003, ICE officers arrested Ramon Amador, 53, a man wanted in Minnesota on charges of raping a 9-year-old, when he applied for U.S. immigration benefits in California. A background check revealed that Amador was a wanted fugitive.
* -- On September 16, 2003, a federal judge in Newark sentenced Rafael Ruiz, a Dominican national, to 44 months imprisonment for operating a house of prostitution in Plainfield, N.J. He was involved in a ring that smuggled female juveniles from Mexico into the United States and then held them to work as prostitutes against their will. ICE agents closed down the trafficking ring.
* Fritz Laguerre --On September 16, 2003, ICE agents in West Palm, Florida arrested Fritz Laguerre based on an outstanding deportation order. Laguerre, a citizen of Haiti, had been arrested by the Palm Beach Sheriffs Office in July 2002 for raping his 12-year-old daughter. Laguerre had subsequently evaded ICE efforts to deport him.
* Julio Cesar Rabago-Magana -- In March 2005, ICE deported a Mexican illegal alien who had been convicted of raping a 4-year-old boy in the basement of Mercado Central in Minneapolis. Rabago-Magana asked the boy to help him carry boxes to a basement storeroom. The boy agreed, but when they entered the room, Rabago-Magana sexually assaulted him. Rabago-Magana pleaded guilty to first-degree criminal sexual conduct. After serving his sentence, removal officers deported him to Mexico six days later.
* 12 criminal alien child sex predators arrested in Calif. -- On May 4, 2005, 60-year-old Martin Salgado-Rivera, a Mexican national with a criminal history that spans three decades, was one of twelve foreign child sex predators arrested in southern Santa Clara County, Calif. Salgado-Riveras criminal past includes convictions for the rape and molestation of several minors. His arrest was part of a daylong operation targeting convicted alien sex offenders who now face deportation.
* 47 criminal alien sex offenders arrested in N.Y. October 25, 2005, thirtysix of the offenders were in the U.S. illegally, and fourteen were legal permanent residents. All were foreign-born and had been convicted of rape, sodomy, assault with intent to cause physical injury, sexual abuse and sexual misconduct, endangering the welfare of a child, reckless endangerment, coarse sex conduct and possessing a sexual performance by a child. One victim was only 3 years old.
* 8 criminal alien sex offenders arrested in Washington, D.C. - Dec. 2005, ICE Agents arrested 8 criminal alien sex offenders in Washington, D.C. and Virginia over a period of three days. All are citizens or nationals of El Salvador, Honduras, and Mexico who have previously been convicted of sex crimes against children -- including rape, statutory assault on a child, aggravated sexual battery, sexual abuse, and indecent liberties.
* Gasper Almilcar Guzman -- July 10, 2006, In Sayre, Pa., the Evening Times reported he was among a group of men who were found July 10 to be in this country illegally following a routine traffic stop in Athens Township. Guzman had been convicted of raping a 14-year-old girl in Alabama in 2005. Guzman was deported before he could begin serving his five-year sentence.
* Miguel Gutierrez -- July 13, In Noblesville, Ind., the 20-year old illegal alien faces two counts of rape for taking a 14-year-old into a garage and participating in a four-man gang rape on the girl. Following the gang rape, the girl was forced into a car and raped again, according to news reports.
* Sinoe Salgado Garcia July 21, a 28-year-old Fontana, Calif., man convicted of kidnapping and raping a 4-year-old girl, was sentenced to a 30-years-to-life prison term, according to the Riverside Press Enterprise. The child was found hours later inside a shed, thrown over a 6-foot-tall block wall, investigators said. She underwent surgery to repair damage caused by the rape and sodomy, court records show. The site reported that she also suffered three facial fractures.
* 25 criminal alien sex offenders arrested in Los Angeles August 24, 2006, four of the offenders, two Salvadorans, a Honduran and a Mexican, previously had been deported from the U.S. A fifth man, Alejandro Rodriguez Villegas, 50, convicted of lewd and lascivious acts on a child under 14, also faces criminal charges but remains on the loose.
* 45 criminal alien sex offenders arrested in New York -- Nov. 29, 2006, U.S. Immigration and Customs Enforcement agents and officers of the New York City Department of Probation, arrested 45 child predators and criminal alien sex offenders in Brooklyn, Queens, the Bronx and Manhattan.
The earlier report, from the Violent Crimes Institute in Atlanta, reported about 240,000 illegal-immigrant sex offendersare living in the U.S., and estimated 93 sex offenders and 12 serial sex offenders cross the border illegally into the U.S. each day.

Audit shows some immigrants re-arrested 6 times on average

WASHINGTON -- Illegal immigrants who were caught but released in the United States may have been re-arrested as many as six times, Justice Department data released Monday indicates.
The findings by Justice Department Inspector General Glenn A. Fine are based on a sampling of 100 illegal immigrants arrested by local and state authorities in 2004, the latest complete data available. They show that 73 of the 100 immigrants were arrested, collectively, 429 times -- ranging from traffic tickets to weapons and drug charges.

Fine's office said its audit could not conclude precisely how many of the 262,105 illegal immigrants charged with criminal histories that year had been re-arrested. ``But if this data is indicative of the full population of 262,105 criminal histories, the rate at which released criminal aliens are re-arrested is extremely high,'' the audit noted.
The audit was required by Congress in 2005, and parts of it were redacted because of security reasons. It looked at how local and state authorities that receive Justice Department funding to help catch and detain illegal immigrants are working with the Homeland Security Department.
It also examined the arrest rates of immigrants who were released _ usually because of insufficient jail space _ before they could be turned over to Homeland Security's bureau of Immigration and Customs Enforcement.
In all, 752 cities, counties and states participating in the program received $287 million in 2005, the audit noted. Five states _ California, New York, Texas, Florida and Arizona _ received the bulk of the money, together pulling in more than $184 million.
Homeland Security Secretary Michael Chertoff four months ago declared an end to the ``catch and release'' practice that for years helped many illegal immigrants stay in the United States unhindered.
At the time, the department was holding 99 percent of non-Mexican illegal immigrants in its custody until they could be returned to their home nations. The policy generally does not apply to Mexicans, who are almost immediately returned to Mexico after being stopped by Border Patrol agents.
The audit also looked at whether local and state authorities fully cooperated with Homeland Security efforts to remove illegal immigrants, and tried to determine how many had been released because of jail space or funding shortages. In both cases, Fine's office said it was unable to draw definitive conclusions.
It also found that at least one area _ San Francisco _ was receiving funding even though local policy specifically limits the information it gives to Homeland Security about immigration enforcement. San Francisco, which won $1.1 million, defines itself as a ``city and county of refuge'' and does not allow federal agents to view immigration jail records without permission from local police.
Assistant Attorney General Regina B. Schofield, who oversees the Office of Justice Programs, declined comment on the audit, noting it does not contain any recommendations.

Hamas: We'll obtain U.S. money transfer
Washington providing $86.4 million to bolster Abbas security forces

JERUSALEM A portion of $86.4 million in aid the United States pledged last week to bolster security forces affiliated with Palestinian Authority President Mahmoud Abbas' Fatah party will fall into the hands of the Hamas terror group, Hamas officials told WND.
Also, a leader of the Popular Resistance Committees, a terror group allied with Hamas, told WND his organization is planning attacks against Israel using weapons recently transferred to Fatah by the U.S. and Egypt.
The Popular Resistance Committees leader said attacks using the foreign weapons are meant "to prove the Zionist-American conspiracy to bolster forces against us won't work."
"We will obtain the U.S. weapons," the Committees leader said.

According to documents revealed Friday, the Bush administration will provide $86.4 million to strengthen security forces loyal to Abbas, including Force 17, Abbas' security detail, which also serves as de facto police units in the Gaza Strip and West Bank.
Some members of Force 17 also are openly members of the Al Aqsa Martyrs Brigades terror organization, Fatah's declared "military wing."
U.S. officials confirmed the financial aid is set to be transferred to Fatah.
The multi-million-dollar grant will be used to "assist the Palestinian Authority presidency in fulfilling PA commitments under the Road Map (peace plan) to dismantle the infrastructure of terrorism and establish law and order in the West Bank and Gaza," a U.S. government document said.
According to reports confirmed by Israeli and Palestinian officials, the U.S. and Egypt recently transferred rifles and ammunition to Force 17.
Abu Oubaida, a spokesman for Hamas so-called "military wing," told WND his terror group will obtain any weapons transferred to Fatah militias or purchased by Fatah using the incoming U.S. aid.
"I am sure that like in the past, this $86 million from America will find its way to the Hamas resistance via the honorable persons in the Fatah security organizations, including in Force 17. I can confirm 100 percent that this money and purchased weapons will find its way to Hamas," said Abu Oubaida.
The Hamas spokesman and other Hamas officials said "scores" of Fatah militants have switched over to Hamas in recent months.
Sources close to Hamas said the Fatah militants, including members of Force 17, worked with Hamas after receiving larger paychecks from the terror group.
"When they join Hamas, they bring along their new weapons," said a Hamas source.
A senior Fatah security official in the Gaza Strip, speaking on condition his name be withheld, confirmed to WND Fatah has a "significant problem" of its militia members in Gaza joining Hamas.
In an interview with WND, Muhammad Abdel-Al, a spokesman for the Popular Resistance Committees, said his terror group would likely obtain weapons and aid given to Fatah.
"We vow to show the Israelis very soon the weapons lately channeled to the Presidential Guards (Force 17) and to the Fatah security services will be directed against the (Israeli) occupation," said Abdel-Al
"In all the security services, including in Force 17, there are activists affiliated with all the Palestinian groups, including ours, and Hamas," he said. "We vow that there will be no use (of these arms) in a civil war, as we promise that should these arms reach us, we will use them against the occupation and the Zionist enemy."
The Popular Resistance Committees is a coalition of several Palestinian terror groups and is responsible for scores of anti-Israel shootings and rocket attacks. The Committees is also accused of carrying out a bombing in 2003 on a U.S. convoy in Gaza in which three American contractors were killed.
A Committees leader told WND his group is planning terror attacks using American and Egyptian weapons recently transferred to Fatah and obtained by the Committees.
He said when the attacks occur, the Committees will announce the foreign weapons were used.
The reports of U.S. aid to Fatah comes after weeks of factional clashes between Fatah and Hamas, which have engaged in heavy firefights since Abbas last month called for new Palestinian elections in a move widely seen as an attempt to dismantle the Hamas-led PA.
According to reports here confirmed by Israel, Egypt last month transferred 2,000 AK-47 assault rifles, 20,000 magazines and 2 million rounds of ammunition to Fatah security organizations in the Gaza Strip to bolster the groups in clashes against rival Hamas factions.
WND reported the U.S. sent assault rifles and ammunition last month to Fatah groups in Gaza. The weapons were delivered by an Israeli army convoy, according to Israeli and Palestinian officials involved in the transfer.
Also in May, Israeli Prime Minister Ehud Olmert announced Israel aided in delivering a shipment of U.S. weapons to Fatah.
Abu Yousuf, a senior member of Fatah's Force 17, which received the Egyptian and American weapons, told WND the arms shipments will be used to attack Jews and "fight Israeli occupation."
Like many Force 17 members, Abu Yousuf, openly serves in the Al Aqsa Martyrs Brigades terror group.
"These weapons will be used to fight Israeli occupation forces, especially to defend against Zionist aggression in the Gaza Strip," said Abu Yousuf.
The Fatah militant accused Egypt and the U.S. of attempting to generate Palestinian civil war by arming one faction against another.
Abu Yousuf went on to hint new weapons provided to his group with the help of Israel could be shared with the Al Aqsa Martyrs Brigades terror organization.
"During our official service and during our job hours we are soldiers (in Force 17). What we do in our free time it is our business. Of course, as members of Fatah, some of us are members in the Brigades and we take part in the defense and protection of our people and in the fight against the Israeli occupation," Abu Yousuf said.
Both Israel and the U.S. State Department consider the Al Aqsa Martyrs Brigades to be a terror organization. But U.S. policy calls Fatah "moderate" and dictates the Brigades is a separate entity, but still affiliated with Fatah.
The Al Aqsa Martyrs Brigades, together with Islamic Jihad, has taken responsibility for every suicide bombing in Israel the past two years, including an attack in Tel Aviv in April that killed American teenager Daniel Wultz and nine Israelis. The Brigades also has carried out scores of deadly shooting and rocket attacks against Israeli civilians in recent months.
All Brigades leaders are also members of Fatah. Abbas last June appointed senior Al Aqsa Martyrs Brigades leader Mahmoud Damra as commander of Force 17. Damra, who was arrested by Israel in November, was on the Jewish state's most-wanted list of terrorists.
U.S. weapons prompting Palestinian arms race?
Meanwhile, Abu Abdullah, considered one of the most important operational members of Hamas' so-called military wing, told WND the U.S. aid and weapons shipments have prompted a Palestinian arms race.
The Hamas leader said weapons procured as a result of the U.S. shipment will be used against Israel.
"The more the Americans give Abu Mazen (Abbas) weapons, the more we will have in the future weapons to use against the Israelis, because it incites the different organizations to intensify their own supply of weapons," said Abu Abdullah of Hamas' Izzedine al-Qassam Martyrs Brigades, Hamas' declared "resistance" department.
According to Palestinian security sources, the increased drive by Hamas to obtain new weapons has raised the price of arms in Egypt and Jordan.
"An M-16 that sold for 6,000 Jordanian Dinar now is worth 10,000 Dinar because Hamas is trying to get more weapons," a Palestinian security source told WND.
Like Hamas spokesman Abu Oubaida, Hamas' Abu Abdullah said U.S. weapons to Fatah would eventually fall into the hands of Hamas:
"These American weapons will be one day the property of all the Palestinian people and its resistance, including Hamas," Abu Abdullah said. "The U.S. gives weapons to Fatah during internal Palestinian clashes, but one day when we go back to carrying out operations together, these [weapons] will be shared."
