Determining if the War on Terror is winnable depends on the conditions that will establish a win. If it is the cessation of all terrorist activity this war will be about as winnable as our “War” on Drugs, “War” on Poverty and “War” on Crime.
If winning is determined by a drop in the level of terrorist activity to something we can comfortably live with it might eventually be won.

Mr. Penner's concept of winning the war being based on Muslims condemning terrorist attacks will never occur for the reasons stated in the following article:

Non Muslims must accept the fact terrorist attacks are an extension of Islam. Appeasing Muslims will only encourage more attacks. Profiling Muslim men of a certain age group would be one effective method to reducing if not eliminating terrorism.

The path to victory against Terrorism, requires the destruction of the will of Muslims to support the terrorists.

This may require the destruction of Islamist "homelands" to rubble, along the same scale of Dresden, Nagasaki and Hiroshima..

The practitioners of Islamic Terrorism, should not find sanctuary for themselves or their families, any place on Earth ---- since they have considered no sanctuary for their chosen enemies..

Initially, the nations of Syria, Saudi Arabia and Pakistan - where Sunni Muslim Arabs practice the Wahabbi militant Jihadist brand of Islam, should be free killing fire zones..

Personally, I believe that the phrase "the war of terrorism" is misleading and unhelpful. We are not at war with terrorism but with a branch of militant Islam. Let's be honest about it.
