I like it. Do you think this would have to go state by state or could we just jump and do it one shot federally?

It would have to be a Federal law. No state is going to adopt a law that would penalize itself. It would be extremely hard to pass this law would pass in California, Texas, or any other state that has a large immigrant population. And understand that in my home state, there are many non-Hispanic immigrants that his would likely effect.
