In Sweden, children under the age of 15 cannot be jailed. That could explain why "Swedish" assassins are under the age of 15.

In Sweden, children under the age of 15 cannot be jailed.I guess the only recourse for the victims family is to hire an 11 year old assassin to take this 12 year old out.
