A senior EU official has said he expects the US "not to interfere" in global climate negotiations in Brazil next week, citing aggressive behavior at last month’s International Maritime Organization (IMO) meetings in London.
At those talks, US officials reportedly intimidated diplomats from Africa and the so-called Small Island States, warning some they might lose US transit rights or face entry restrictions for themselves and their families if they did not help block the UN-backed Net Zero Framework for shipping.
The official said they were unaware whether commission staff had been targeted directly. “We have no indication our colleagues were badly treated,” the official added, speaking anonymously.
But he confirmed that “the US has behaved very differently than at previous such meetings,” referring to those London talks, which ultimately ended in failure due to a US-led obstruction campaign.
The US will formally exit the UN Paris Agreement in January 2026, a year after Donald Trump announced its withdrawal. And the US has confirmed it will not send senior negotiators to next week’s UN climate summit in Belém, Brazil, but the absence of the world's biggest economy and second-biggest emitter will still be felt.
But the EU official said that the EU expects the US “not to interfere” and added: “We would not like to see a repeat of what happened in London.”
The EU ultimately went along with the US and Saudi-led bloc to delay the framework, a group that also included Russia — only Greece and Cyprus refused to bow to pressure and abstained from the vote.
But the EU’s successful agreement on a new climate law, committing the bloc to cut emissions by 85 percent by 2040, showed that “there are limits to [US] bullying tactics,” Laurence Tubiana, France’s climate ambassador, said in a press briefing on Wednesday (5 November).
The official contrasted US bullying tactics with China, which “remains committed to multilateral climate action.”
“Its national contribution to emissions reduction could be stronger given the size of its economy,” the official said. “But we welcome its commitment to absolute reductions. China has said it wants to over-deliver, and that is what we will work on with them and other partners at this COP.”
Europe is pressing ahead on renewables, tripling capacity and doubling efficiency, with investments now outpacing fossil fuels two-to-one, the official said.
But the EU goes to Brazil with a weaker-than-expected position.
After tough negotiations that lasted well into the early hours on Wednesday, the EU’s 27 member states decided to trim the 2040 emissions target from 90 to 85 percent. The watered-down plans also leave room to sell an additional five percent via carbon credits.
Ministers also agreed on a 2035 emissions target of 66.25 to 72.5 percent — below the 77 percent cut Climate Action Tracker says is needed for the EU to stay on track with the 1.5 °C Paris Agreement goal.
The EU official added that it is still better than most, given how slow global progress on climate commitments remains. While other countries have remained in the accord, Trump’s abrupt withdrawal, plus shifts in Washington, have dampened the global climate mood.
National climate plans were supposed to be delivered by nearly every country ahead of COP30, but only a fraction so far have done so.
“Only 70 of 200 parties have submitted updated NDCs, which would reduce emissions by just 11 to 20 percent by 2035 — far short of the 60 percent needed,” the official said.
The is good news, the official said, is that carbon markets are expanding globally.
Japan, Mexico, Canada, and China are tightening or making emission trading systems compulsory. “It is a virus that is spreading,” said the official. “We want to further enhance this virus.”

Dunno how they don’t mention what country is the biggest emitter.
Compulsion is the very definition of bullying. They have a lot of gall to accuse the US of being a bully.
This is how the EU thinks, a country cannot negotiate outside of the EU’s desired outcome, anything else is censored.
Diplomacy to them is do what they tell you do.

Notice the report fails to mention that the issue at the IMO meetings was a proposed global tax on shipping that would have been levied against international trade and require the US to yield sovereignty to a UN organization. Not happening on Trump’s watch. All the talk about a “framework” is designed to obscure this vital detail.
