a subsidized three-bedroom apartment

There are a lot of young adult US citizens who are living with their parents because their full-time job -- which they got with a college degree -- doesn't pay enough for them to afford the rent for a studio apartment.

2 people, 3 bedrooms.... hummm...
Growing up poor we had 1 bedroom for my mom and my 2 sisters and we kids had the bedroom.
PS, my mom refused any welfare, too proud.
When our apartment burnt down and we had to move we begged her to take help from the red cross. She Barrowed 600 dollars and paid them back! Who pays the RC back?

And there are two of them in the apartment. Were there not 2 bedroom units available? That might have stretched the money a bit longer.
