The Federal Communications Commission said Thursday it is immediately outlawing scam robocalls featuring fake, artificial intelligence-created voices, cracking down on so-called “deepfake” technology that experts say could undermine election security or supercharge fraud.
The unanimous FCC vote extends anti-robocall rules to cover unsolicited AI deepfake calls by recognizing those voices as “artificial” under a federal law governing telemarketing and robocalling.
The FCC’s move gives state attorneys general more legal tools to pursue illegal robocallers that use AI-generated voices to fool Americans, the FCC said.
“Bad actors are using AI-generated voices in unsolicited robocalls to extort vulnerable family members, imitate celebrities, and misinform voters,” said FCC Chairwoman Jessica Rosenworcel in a statement. “We’re putting the fraudsters behind these robocalls on notice.”
The decision to interpret the 1991 Telephone Consumer Protection Act (TCPA) more broadly to include AI-generated voices comes weeks after a fake robocall that impersonated President Joe Biden targeted thousands of New Hampshire voters and urged them not to participate in the state’s primary.
Authorities said this week they had linked those fake calls to a Texas man and two companies in an ongoing investigation that could lead to civil and criminal penalties.
In its announcement Thursday, the FCC said those who wish to send robocalls “must obtain prior express consent from the called party before making a call that utilizes artificial or prerecorded voice simulated or generated through AI technology.”

We all know Gun Free zones have totally stopped all firearm crimes in those designated areas.
I put my self on the no call list and that totally got me more calls.
BAN ALL ROBO-CALLS!
If it stops ONE G-D Medicare Benefits call, I’m all for it. Amazing how many I get with Asian accents . . .
BAN ALL ROBO-CALLS!
Better yet, capital punishment for ALL telemarketers and scammers whether by email, phone or phone!! Fill the graveyards with them.
Why the hell would these government idiots only focus on AI? They’ve been able to do NOTHING about scammers for 40 or 50 years and now they focus on one small corner case.
They should crack down on fake governments... like we have now.
I like the one where the message fades in and out and you can’t tell what they’re talking about. Then the phone number to call is plain as day with no fading. Yeah. Okay. As an aside, my car warranty must no longer be an issue and the IRS has no longer decided to cancel my SSN. Those calls have dropped off the face of the Earth. So I’m good there.
How about banning the ability to spoof phone numbers?
Make that stop, and the rest of the nonsense stops.
If you don’t know the number, don’t answer, if it’s important , they’ll leave a message.
Until they end anonymous calling and using VOIP with fake numbers this will mean nothing.
I’d rather a ban on politicians that don’t abide by their oath to the Constitution of the USA...
The No Call List was created by the UniParty as a head fake so they could keep doing spam calls for political reasons.
It is useless as are most gov programs.
The FCC can’t even prevent spoofing caller ID numbers, let alone the content of the calls.
Yes, we’d be better off without them!
The FCC is just putzing around the real issue here. It has to FORCE telephone companies to present the REAL calling numbers/locations from which these calls originate. No more number spoofing. They won’t stop until their true crap hole hidey holes are exposed.
I did too. Frequency dropped from 15 a day to 4 or 5. Maybe from auto-dialers in foreign countries. I still don't answer the phone.
One hypothesis I hold is that the auto-dialers give up after getting the machine a dozen times or so, but if they even once get a live human, the floodgates open wide. Takes discipline to not pick up when I know it's my wife or daughter calling.
Nikki Haley calls/texts several times each day.
I use freepbx: https://www.freepbx.org/
With some fiddling, scripting and a modest investment in FXO and FXS PCIe cards, telemarketers and scammers are history.
What about the 47 texts I get every day from Donald Trump? Should I stop sending him 20 bucks every time he texts?
