I hope you don't practice law. The chapter title is "Rules of the Road" and the law is related to operation of a motor vehicle on a road:

"No person shall willfully fail or refuse to comply with any lawful order or direction of any police officer or fireman invested by law with authority to direct, control or regulate traffic"

That doesn't apply to situations where "traffic" is not involved, like people outside of their cars in a football stadium. It also has the limitation "lawful order or direction."

Too many police are trained to believe that whatever they say is a "lawful order or direction" but that isn't correct.
