Maybe it’s a different store, only bought out by Safeway later on?
The current building with this address was built in 1986. Might have been a previous building there but worth investigating (if this address on the pic is even correct):

Someone mentioned yesterday that it was an Albertsons.
Safeway now owns Albertsons, though many of the stores remain under that name.
It wouldn’t have been a Safeway before being bought out
