It’s a lot like trying to catch an eel with bare hands, this one never makes a comment unless there’s an escape clause built in. You only think he has an opinion, but in reality he doesn’t, opinions mean you have to state what they are, and sometimes be asked to explain why. All those ifs and buts and maybes and couldbes and shouldbes and wouldbes mean he can wriggle out of anything he says, just like a slippery eel. Politicians are experts at it. Clinton made it a fine art, didn’t he?
Just insinuations that the other party is in the wrong, and never responsible for anything.
Whoops! There he goes, he’s wriggled out of your hands again.

On page 26, of “Dreams From My Father”, it says he discovered his “birth certificate” during his high school years (about the same time that he got his SSN from Connecticut) inside a book with “old vaccination forms” and an article published in a Hawaii newspaper written by his alleged father.

Since he had over 20 unpaid parking tickets from when he lived in Massachusetts, he also had a driver’s license. State law in Massachusetts requires you to present documentation of your date of birth to get a driver’s license. So he’s had it all along.

Or he’s got something else he showed them to get the card, if it wasn’t his own certificate. Who knows? I think his records will be sealed up longer than those classified JFK documents.

He was likely just a student while at Harvard, not a legal resident, unless he chose to declare himself to be one. He probably had an IL license from his prior residence working as a community agitator.

Not a legal resident? Was he an illegal alien? He didn’t own a residence anywhere else in this country.

If you have recently moved to Massachusetts, you must obtain a valid Massachusetts license upon becoming a resident.

You must present the following:
o Out-of-state License.
o Document proving date of birth
o Document proving signature
o Document proving Massachusetts residency
o A Social Security Number

Residents of Massachusetts (MA) are required to have a valid MA license to legally operate a vehicle in MA. Out-of-state or foreign-licensed drivers MUST obtain a MA driver’s license upon becoming a MA resident.

Massachusetts law defines residency status as follows:

You are a Full-year Resident if your legal residence (domicile) was in Massachusetts for the entire taxable year or if you maintained a permanent place of abode in Massachusetts and spent in the aggregate more than 183 days of the taxable year in Massachusetts, including days spent partially in and partially out of Massachusetts.

Example: Barry is a student at a university in Massachusetts. He lives in an off-campus apartment near the university. He moves into the apartment in September, 1988 and lives there until 1991. Since Barry is present in Massachusetts for more than 183 days and is maintaining a permanent place of abode since he has been living at this apartment for one year or more (September, 1988 – June, 1991), Barry is considered a resident of Massachusetts, even if his domicile is elsewhere and he intends to leave Massachusetts upon his future graduation.

There have been obscene property taxes on in MA over the years for vehicles registered to MA residents which MA wouldn’t dare to impose on the tens of thousands of out-of-state resident students who attend the hundreds of colleges in Ma. It is obvious from the form below that the 183 day rule doesn’t apply as a requirement that students obtain an MA license and registration.

Apparently MA only requires that “nonresident driver” students fill out a form declaring that they have adequate insurance and some other information and display a decal:

“NONRESIDENT DRIVER STATEMENT”

Pursuant to the provisions of M.G.L c.90 § 3, as amended by chapter 46 of the acts of 2003, this form must be completed in quadruplicate by every nonresident enrolled as a student at a public or private school or college in the Commonwealth during any period beginning on September 1st of any year and ending on August 31st of the following year, who operates a motor vehicle in Massachusetts that is registered in another state or country. This applies to students commuting from out-of-state to a school in Massachusetts and students temporarily residing in Massachusetts, whether living on campus or not. This completed form must be filed with the Police department in the city or town where the school is located. The Police department must provide a copy to the school, the local assessor, and the RMV. The school will issue the required decal, which must be affixed to the uppermost center portion of the windshield. The penalty for a nonresident’s failure to comply as required is up to $200.00.”
