What's curious about the leter is that it is fairly straightforward as to the facts of the incident ( as the couple relates it) but right at the end, it throws the "sexual predator" idea into the equation..as the reason for the incident.

Nowhere in her account of the events does she indicate that the Trooper in any way behaved inappropriately, or even made any suggestive comments, which he would most likely have done were he in trolling the interstate.

Re-read the context in which that reference was made. IMHO, they weren’t referring to this incident in particular, but to a number of scandals involving their troopers over the past few years.

He stopped her, not for erratic driving, but for a headlight being out that was not out. Something was fishy with him from the start. I’d feel creeped out if some man reached out and adjusted my clothing, like this trooper did. ick
