No. the law does confer the citizenship on a foreign sovereign, his kids, or his consuls and ministers. Neither does it confer citizenship on children born to foreigner nationals residing in the US per the authors & congressional records of the 14th Amendment which Grey cited in Elk, but then disregarded in WKA.
Again, what changed in those years between 1884 & 1898? Nothing!
