Everything was manual in 1961 which is what makes it totally unbelievable that you expect everything to be in sequential order by date. It’s not like they had a central computer database in 1961 with data entry terminals at each clerk’s desk.
And they also likely wouldn’t get up and walk over to obtain a certificate number from some central office location after each and every record. Each clerk was likely given a set of certificate numbers that she could use to stamp the BC. They could even have been assigned their own book of certificate numbers so they didn’t have to obtain a new set so often.
I think you’re operating on assumptions that can’t be assured as totally accurate given the timeframe and manual processing methods that were used back then.

It seems like the DOH rules allowed for a very smooth rhythm. I would imagine that if there were several clerks in the registrar’s office, there would have been one who did birth certs, one who did death certs, and another who did marriages. The person would know what they were looking for, the regs they had to follow, etc.
I could see that person sorting out all the certs received that day that were complete and stamping them with certificate numbers, bing, bing, bing and then date, bing bing, bing. Then looking at the incomplete certs or certs that had affidavits attached and filing them however they had to be done, whether requesting more information or whatever. If everything checks out within that day, stamp it with the next number and the date.

However, IBM invented the Standard 5081 punched card in 1928, based from a format used by the US 1890 Census ... which, in turn, were based upon various punched cards before it, including punched cards first used around 1725 for controlling textile looms in France.
Magnetic tape became into use in 1952.
IN FACT, Hawaii Act 31 in 1962 financed the development of three computer centers to augment and consolidate existing computer data processing needs of all State of Hawaii agencies. So, yes, they had ways to computer track and manage birth certificates, death certificates and other vital statistic documents back in the 1960s and before.

Yeah, I agree with you. I think this Nordyke BC number theory is a non-starter, unless the State of Hawaii had only one person assigning all of the BC numbers.
