Again, your problem is that Okubo’s explanation, no matter how authoritative she is as a source, cannot actually be reconciled with what is actually on the Hawaiian BCs and COLBs that we are so intimately familiar with..
What you posted from your “friend” - was that in an e-mail, or snail mail? If it was e-mail, post the redacted headings for when it was sent. I did that on all the e-mails I posted - including this one which was actually sent to someone else. I was given permission to print anything I wanted from it as long as I redacted the personally-identifying items.
